[All] NEB tried to BLOCK ME from getting email of the chair

Hi Everyone  
MY GOD I feel like my head is going to explode right now. Just read the emails below.
This is all in the hands of the OPP right now thank God. 
We don't have proof that Enbridge Pipeline Inc. has a CPCN permit but I'm demanding it from the NEB Chair. If they have no permit Line 9 is over. The entire thing shut down.
Remember how the EA didn't have any regard for the area outside of the pumping station? They may have never had the permit.

Hello Mr. Anthony
I got a call from Economist Robyn Allen in BC. She reviewed concerns of Line 9 and has serious issues with it. 
She advised I call the Chair of the NEB, Peter Watson on this issue immediately to demand proof that the CPCN document exists. 
I called the NEB around noon at this number: 403-292-4800
and spoke with worker Philip Marquis who repeatedly REFUSED to provide me with the email of the NEB Chair.
He stated to me, "That's not right department. That's not the right person to contact."  I continued to ask for Mr. Watson's email and he continued to refuse to provide it so finally I told him "What you are doing is an obstruction of justice. I am working with the OPP and the RCMP to inform them of my concern. I need Mr. Watson's email. If you don't give it you are blocking me. What is your name.  I demanded his name again and he told me it was Philip Marquis. He still refused to give me the email but he forwarded my call to the secretary of Mr. Watson instead.
When I spoke to the secretary I started with the simple question. "May I have the email address for Mr. Watson." She gave it to me right away.
It is Peter.watson.neb.gc.ca
I then told her that I will send an email but I wanted her to relay that "This is in regards to Line 9 and the CPCN document needed to work on the pipeline. I am looking for proof that this document exists." 
She said OK. 
I thanked her and that was the end of my call.

Dear Mr. Watson
I would like to secure a copy of the CPCN permit of Enbridge Pipeline Inc. for Line 9 oil pipeline please.
If you can provide me and Srg. Anthony Daniel of the Ontario Provincial Police with a copy of that document I would greatly appreciate it because currently work is underway in Gananoque to facilitate the hydrostatic testing and I have made repeated inquiries to the NEB to see this document and to date there is no proof this document exists. 
I would like this issue addressed in timely manner because work is underway on that pipe. I want to make sure it is legal to do the job.
