In the attachment is a letter from Federal Minister of Environment Leona Aglukkaq regarding an email I sent to her on October 23rd 2013. She asked that I relay the correspondence to the NEB board for their consideration prior to their decision on Line 9.
Here is the email she asked me to relay below for your reference.
Thank You Ms. Niro.

Hello Everyone
I want to give thanks to the National Energy Board, to the Federal and Provincial officials who are now taking a deeper look at the EA data regarding Enbridge Line 9. It is view a blessing that we have the chance to review this matter again in light of the sworn testimony as presented at the National Energy Board.
In light of data presented at the NEB hearing, there are further concerns I would like to relay.
-During the NEB hearing concern was raised about the possibility of an oil spill in proximity to the Pickering Nuclear Station and the risk of oil making it's way into the area of the water intake. We need systems in place to prevent such risks.
-There is the need to craft localized pipeline rupture responses for municipalities along line 9 including the disclosure by municipalities to Enbridge on the location of storm water sewers, well intake zones and other risks along the route.
-MNR data regarding Seismic risks of Eastern Canada indicates that Chalk River Nuclear Power Station is built in an area of high seismic activity. We should encourage a review of the system to address these risks and make sure systems are in place to prevent accidents.
-The Proposed Lake Huron Deep repository is in proximity to Karst Moraine systems and Earthquake Risks as well.
-It is confirmed by TransCanada that bitumen sinks.

-Merve Fingas worked for 33 years with Environment Canada before he quit in 2006. He tested different kinds of dilbit in the 1990s and found that they "all sank in freshwater." But the research was abandoned before it could be broadened.

-The US Geological Survey confirms Fracking causes Earthquakes

-Here is information and maps showing where companies intend to extract shale deposits in Ontario using Fracking. Note it is in proximity to Line 9 pipeline.

-The need is there for Municipal, Provincial and Federal Levels to secure the use of standardized units of measurements and test times and methods to secure the quality and clarity of Environmental Assessments used for planning processes. Too often engineering firms use outdated data for Modflow analysis using bore holes that are two few and too shallow. There is often a failure to illustrate delta water levels associated with spring thaw and a lack of 12 month creek analysis to show flow and flow rates. Improvements must be made in these areas if we are to secure reasonable baseline data.
- Years back I reviewed the work of David Roewade who is an employee with the Region of Waterloo's Sustainability Office, has identified trends that indicate a flood year/drought year cycle in the Waterloo Region area. The Data he has gathered raises the concern that there is a need to apply a 24 month data modelling for planning projects to secure better quality data.
-There is a need to call for the Crown to delegate a mediator to review the concerns of the 18 First Nation's communities along the route of Line 9. I commend the Province for raising that concern at the NEB and it is my sincere hope municipalities will also lend their support to help facilitate this.
Thank you kindly for your time.
