This presentation isn't structured for the general public at all but is part of an ongoing dialogue I've been having with ministry officials. This was sent to Regional Council, Tim Ryall at the MMAH in London who oversees issues specific to our region, to all area MP's MPP's, the MNR and Ministry of Agriculture ministers at the provincial level as well as official party leaders at both the provincial and federal levels as and Environmental Commissioner Gord Miller.
The opening slide states the following:
Land-Use Planning• Traditionally, the underlying belief of planning is that collective rationality can be brought into the way our cities are built rather than leaving it up to individuals in the marketplace where inefficiencies may prevail especially with respect to long-term thinking (Makuch, 2004)
The "belief" is that collective rationality exists with today's planning protocols but when you view the facts, it is simply not the case. Our Government relies on industry to provide it's own scientific data. That data is often flawed with bias via poor test times and methods that cover up the true baseline information and they can get away with this because there is no set criteria in existence at the Provincial or Federal levels to define what the criteria is for reasonable data. It is a fundamental flaw.
The result is undermined risks and sadly, this information often becomes the baseline data being used by Conservation Authorities and Ministries. This issue has been flagged by the Environmental Commissioners at both the provincial and federal levels. It was discussed at Munk. The illusion is that the current planning data is formed based on a collective rationality. There's no collective at work here. Industry establishes both it's own data and that of the government and that's why we're dealing with inefficiencies not only locally but nationally. Look at the tar sands! Same issues.
I've been voicing that concern to these folks for so many years I tuck that phrase in like a signature because it is always relevant. That quote is from Professor/Solicitor/Planning expert Stanley M. Makuch who wrote the book Canadian Municipal and Planning Law. He is among Canada's top experts in the field of planning law.

Not sure how you were planning to use this power point
so my comments may or may not be relevant.
As an average citizen I did not understand your opening
quote in isolation from the rest of its content. I also found your power
point hard to follow as it was too biased and too focused for me to come to it
and engage with you on the issue when you were so there and guarding your point
of view. Were you looking to engage a wider audience or fight it out with the
already converted to other points of view.

Hi
folks
My latest power point is focused on the
need to Rescind the OMB decision where the OMB is working against Waterloo
Region's Official Plan amendments that are designed to curb urban sprawl in
Waterloo Region.
This
latest power point I created focuses on policy issues, showing how the ruling is
non compliant with provincial planning principals and it shows the need to
prepare for climate change realities.

This local issue is a snap shot of the
much larger state of denial were facing at the bureaucratic levels of government
towards the reality of the climate change. The OMB's business as usual approach
is unreasonable, illogical and immoral when you view the reality of the global
food and water issues we'll be facing in the not so distant future.
