transparent; font-family: verdana, helvetica, sans-serif;"><font size="3">The "belief" is that collective rationality exists with today's planning protocols but when you view the facts, it is simply not the case. Our Government relies on industry to provide it's own scientific data. That data is often flawed with bias via poor test times and methods that cover up the true baseline information and they can get away with this because there is no set criteria in </font>existence at the Provincial or Federal levels<font size="3"> to define what the criteria is for reasonable data. It is a fundamental flaw. </font></div><div id="yiv652122230yui_3_7_2_17_1359793054297_48" style="background-color: transparent;" class="yui_3_7_2_14_1359794218003_52"><span style="background-color: transparent;"><br></span></div><div id="yiv652122230yui_3_7_2_17_1359793054297_48" style="background-color: transparent;" class="yui_3_7_2_14_1359794218003_52"><span
style="background-color: transparent;">The result is undermined risks and sadly, this information often becomes the baseline data being used by Conservation Authorities and Ministries. This issue has been flagged by the Environmental Commissioners at both the provincial and federal levels. It was discussed at Munk. The illusion is that the current planning data is formed based on a collective rationality. There's no collective at work here. Industry establishes both it's own data and that of the government and that's why we're dealing with inefficiencies not only locally but nationally. Look at the tar sands!
