Good Day,
It’s been another busy week with the very troubling Bill 185 approved with none of the needed changes, a surprise provincial Cabinet shuffle, more Greenbelt threats, and Wilmot citizens continuing to show that they are unwilling to destroy precious farmland for a mega-industrial site. Here’s the latest:
0) Doug Ford Shuffles Cabinet - Just before the “summer” break that the Premier is calling a week early, (and it will be a 19 week long break as the Legislature isn’t going to return until late October), Doug Ford shuffled his cabinet, bringing back Steve Clark who resigned in the Greenbelt Scandal, making Kitchener-Conestoga MPP Mike Harris Jr the new Minister of Red Tape Reduction, and creating the largest and most expensive cabinet in Ontario history with 36 Ministers.
Other changes include Stephen Lecce moving from Eduction to Minister of Energy and Electrification (with Sam Oosterfoff as his assistant as he was previously for education), Todd Smith (who was a disaster on the Autism file that is still mired in issues) takes over Education, and Rob Flack becomes the new Minister of Farming, Agriculture and Agribusiness.

1) Wilmot Industrial Mega-Site Farm Land Assembly - People continue to speak up and show firsthand that they are unwilling to have this mega-industrial site and massive unplanned growth forced on them with no proper processes, studies, or public engagement.

2) Bill 185 Approved Without Needed Amendments - Thank you to everyone who wrote, called, e-mailed, delegated, and did anything possible to try to get the disastrous Bill 185 - the misleadingly named the Cutting Red Tape To Build More Homes Act amended. Unfortunately despite our amazing collaborative efforts to write the Premier, Cabinet, MPPs, the Environmental Registry of Ontario as well as work closely with all three opposition parties, Bill 185 was approved on Wednesday with none of the needed amendments.
So now citizens have lost their right to appeal development approvals at the Ontario Land Tribunal which will be for developers only, settlement boundaries can now be changed anytime with almost no restrictions, and Regional Planning Authority will be removed from Upper-Tier Regions with York, Peel, and Durham set to lose it in just a few weeks. Thankfully, no date has been set for Waterloo Region to lose Planning Authority so perhaps there is still some way we can work to ensure like parts of Bill 23 it never gets enacted.
Kudos to NDP MPP Jessica Bell, and MPP Catherine Fife who spent hours earlier this week doing everything possible in the Legislature to try to get last minute changes and amendments to Bill 185. Their persistence and determination was impressive despite every common-sense suggestion being out-voted and overruled by the Conservatives who didn’t even make sense at times and made numerous totally confounding statements reflecting firsthand how little they understand of the far-reaching impacts this Bill will have.

3) More Greenbelt Threats - It seems that this threats to the Greenbelt never stop. The push to open the Greenbelt continues even on farmland in Grimsby that has a Specialty Crop designation as infamous developers embroiled in earlier Greenbelt attacks continue to pressure municipalities to downgrade protections at Council meetings this week. 9) Bill 200: A Small Win For Heritage - The Architectural Conservancy of Ontario (ACO) highlighted a change to the Heritage Act in Bill 200 that extends the deadline from Jan 1 2025 to Jan 1, 2027 for properties on municipal Heritage Registers to be designated (or be removed, not to be added back to the Register for 5 years). ACO had supported an extension to Jan 1, 2030, as the number of properties involved is huge, and beyond the capacity of municipalities to manage within such a short timeline.

14) Stop Highway 413 Actions - Environmental Defence Filed a Judicial Review Application to the Federal Government for not Publishing a Final Recovery Strategy for the Endangered Redside Dace.
Yesterday, Environmental Defence started legal proceeding against the Minister of Fisheries, Oceans and the Canadian Coast Guard and the Minister of Environment and Climate Change for their failure to comply with statutory timelines under the Species at Risk Act requiring the listing, recovery planning and protection of habitat for the redside dace. From the letter (attached below): "The Mississaugas of the Credit First Nation, in collaboration with Humber River Calling is seeking to restore the health of the Cobechenonk (Humber River) by gaining its recognition as a person under the law. Such recognition is not without precedent as in 2021, the Magpie River in Quebec was granted such status with its right to exist and flow; its right to perform its essential functions within its ecosystems, and most importantly, its right to be protected and restored was recognized".
