Marit Stiles, NDP Leader of the Official Opposition has organized a Protect Wilmot Farmland Town Hall Meeting this coming Friday at 5:00pm - right when we would normally hold our bi-weekly Zoom call. So we are going to hit the road and encourage you to attend this Friday Wilmot meeting in-person from 5:00pm to 6:30pm at the Wilmot Recreation Centre in New Hamburg instead of our usual update call. We will then have a bit of a tailgate party (with non-alcoholic drinks) in the Rec Centre parking lot afterwards.
We hope that you will be able to join us in-person and show support for the Wilmot farmers and landowners so impacted by this mega-industrial site proposal as well as the massive expansion of New Hamburg and Baden proposed by Wilmot Township.

1) Wilmot Land Assembly By Wilmot Township and Waterloo Region - It’s been another eventful week with many additional media articles and Premier Doug Ford’s housing event in Kitchener overshadowed by questions about this Wilmot Land Assembly. The Premier even stated that he was unhappy about how things have been handled so far, and that there has to be willing participants - that this wouldn’t be forced on the unwilling and there has to be a willing host.
Concern in the community continues to build about this 770 acre mega-industrial site as well as hundreds and hundreds of acres of accompanying residential and industrial development also being sought by Wilmot Township that could result in tens of thousands of new residents and the creation of a city of 75,000 or more people without any public consultation, studies, nor environmental assessments despite serious concerns about impacts, infrastructure, servicing, water limitations, and much more.
Below are maps outlining the proposed changes. As mentioned, this coming Friday, NDP Leader Marit Stiles will be hosting a Protect Wilmot Farmland Town Hall Meeting. Details are as follows:

Opposition Party Petitions - Thanks to everyone who has signed the petitions from NDP MPP Catherine Fife and Green Party MPP Aislinn Clancy. It was shocking yesterday to see the Legislative Speaker try to prevent Catherine Fife from reading her petition about this Wilmot situation at Queen’s Park. In an astonishing intervention, the Speaker Ted Arnott tried to prevent MPP Catherine Fife from reading our petitions (collected at the Kitchener Farmers Market and elsewhere) in the Legislature. This is unprecedented as Catherine has delivered many petitions over her long tenure as MPP. This is likely related to the just as astonishing removal of opposition MPPs from Provincial Standing Committees who have spoke out about these Wilmot issues. The Ford government is reaching a new level of ruthless and increasingly turning Ontario into a dictatorship, as they are shutting down democracy with this, and so many other things we have seen recently. 2) Bill 185 - Cutting Red Tape To Build More Homes Act - But unofficially it is being called The Doug Ford Damage Control Act as it has so many flip-flops and reversals of things that we have been saying all along would never work from Bill 23, Bill 109, Bill 140, and more. Unfortunately, it also makes significant negative changes province-wide to urban boundary expansions, planning processes, appeals, and oversight designed to prevent low-density sprawl and instead facilitates farmland, wetland, and natural area destruction for new development.
The province is also removing Planning Authority from the Region of Waterloo along with 7 other GTA Upper-Tier Regions, changing what can be appealed to the Ontario Land Tribunal (OLT), and changing what constitutes “public notice” - all of which could have far-reaching consequences.
The removal of Planning Authority from the Region of Waterloo along with the settlement area boundary changes proposed in this Act could be fatal to our visionary Countryside Line protecting farmland, and compromise or even eliminate almost all of our environmental protections in Waterloo Region - particularly since we don’t have Greenbelt protection like the other impacted upper-tier regions losing Planning Authority.
We also don’t have pipelines to the Great Lakes like the other upper-tier Regions impacted so it’s ironic that our region with the most vulnerable water supply and no backup, could have the least protections.
We need to see Planning Authority restored to the Region of Waterloo, or at least see equivalent Greenbelt expansion to other regions to overlay our Protected Countryside and protect the Waterloo Moraine groundwater recharge areas. Please speak up loudly and write/call MPP’s to ensure the province is aware of the potential devastation it is about to unleash on citizens and lands across Waterloo Region.

4) Bill 165 - Keeping Energy Costs Down Act - Doug Ford wants you to pay more for heating and continues to push the ironically named Keeping Energy Costs Down Act, Bill 165 to override the OEB's December decision that Enbridge gas pipeline expansions shouldn't be subsidized by current gas ratepayers given that there are now better alternatives such as heat pumps available.
A new article by Fatima Syed of the Narwhal states that evidence revealed by a Freedom Of Information (FOI) request (from Environmental Defence) shows that Ford government officials, including an ex-Enbridge lobbyist who is now the Minister of Energy’s Chief of Staff, were in contact with Enbridge as they worked to overturn the OEB decision with Bill 165, passing costs to Enbridge customers knowing that going along with the OEB decision would result in large costs to Enbridge:

6) New Provincial Planning Statement (PPS) - Everyone is still trying to figure out all the changes and updates in the latest draft of the proposed Provincial Planning Statement (PPS). There are no shortage of troubling things to try to interpret including what appears to be:
- concerning changes to remove greenfield density targets,
- the elimination of required intensification targets,
- 2 additional residences permitted on every farm despite last year’s efforts to prevent the absurd 4 severances per farm,
- troubling changes to permit new subdivision developments in rural areas,
- encouraging development on septic systems and water systems that have proved problematic in the past.

8) Greenbelt Scandal Continues - In an confounding article just published this afternoon, the Toronto Star is reporting that outsed MPP Kaleed Rasheed returned to Queen’s Park for the first time in over six months and is hoping to clear his name. Heaven only knows what he has been doing while collecting a generous paycheque for months. C) Wilmot Township Farmland Assembly and Massive Development Request To Province
Below are maps showing the modest 46ha farmland loss in Wilmot approved as part of our sustainable Regional Official Plan in August, 2022, then the over 700 acres of farmland loss ordered by Minister Clark in April, 2023 as part of the forced urban boundary expansions imposed on Waterloo Region, then a Township of Wilmot request for hundreds of acres of additional farmland development - using up all the lands within the Countryside Line designed to last for generations. Furthermore, the Township also requested the destruction of the Countryside Line and hundreds of acres of farmland development in areas never anticipated for any sort of development.
The fourth map shows all of these lands sought by Wilmot Township along with this 770 acre industrial development site - all combined an area for development larger than the existing towns of New Hamburg and Baden.
This is a massive amount of development, turning New Hamburg and Baden into the size of many cities with potentially 50,000 to 75,000 people. We need to be calling out Wilmot Township’s scheme to create a new city with no public engagement, no studies/research, no mandate, and so contrary to all previous planning/expectations.
A) Development Lands provided to Wilmot in August 2022 Regional Official Plan - shown in blue about 46ha of expansion with a focus on minimal farmland loss and population growth of about 7,000 to 14,000 people.

B) Development Lands forced open by Minister Clark in April, 2023 with no explanation or rationale or justification. No idea how any of this additional growth of thousands of additional people would be serviced but it was all approved for development.

C) Hundreds of Acres of Additional Lands beyond the Minister Clark expansions requested by Wilmot Council in November, 2023 with no public consultation and no idea how any of it would be serviced either or how this population would be supported as it was so incongruent to the ROP and all previous planning including destroying the Countryside Line - which was supposed to be the long-term boundary until at least 2051.

D) The latest map showing the 770 ha of farmland threatened with expropriation in March, 2024. No clue on how any of this massive industrial facility potentially employing thousands of people would be serviced in addition to all of the residential growth and other employment lands growth. This is lands for many tens of thousands of people at current density and required intensification levels of at least 85 people/jobs per hectare. In fact the farmlands being proposed for destruction are almost the size of all of the existing towns New Hamburg and Baden that have taken centuries to build.

We need to challenge Wilmot Council on what mandate do they have for all this growth and such significant expansion contrary to the Regional Official Plan and all previous planning expectations at such a cost of our very successful agricultural community. As well as continue to push back on this absurd location for a mega-industrial site. There are far better locations with far fewer negative impacts.
