Dear Council Members. 
With OMB case PL071044, I secured concessions to keep traffic off the Wilmot Line. 
The Ontario Municipal Board recognized the geological risks to agricultural areas and our wells that would be posed if we added roads and road salts to that area. That decision was based on the affidavits I presented from Natural Resources experts Hazen Russell & Andy Bajc who conducted the Ontario Geological survey. They gave me a tour of the Arkell research centre in Guelph. This hill slope absorbs 7% of Guelph’a water supply. 




I also presented work of Emil Frind showing how development rarely pays for itself. 
I used mapping by Prof. Mike Stone to show how topography is useless to predict or prevent contamination risks. 




Gordon Nelson of UW provided his expertise in Planning rebuking the West Side Lands.
The toxicity risks to water were note by Professor John Cherry. 
We need good water to dilute the legacy spills. Elmira already lost their wells and needs to pump our water to them. Development in Wilmot could compromise all that. We can loose our local water supply if we are not careful and a pipeline to Erie is not feasible. We can’t stop zebra mussels or cladaphora algae issues from creating costly shut downs. They have that issue happening at the intakes of our nuclear plants. 




No road was to be built on Wilmot Line that connects to the West Side Lands and the OMB agreed. I launched that  hearing and Regional staff and the MNR were there.  Neither the Region nor Province has any plausible deniability on the many risk issues. 



As a delegate of the Enbridge Line 9 hearings, I cost Enbridge 609 million dollars to install new shut off valves. In 1970’s they lacked  regard for upstream growth that widened the Grand River. Their manual shut off valve was under water each spring. Other rivers had the same issue.

Old plans rarely make good sense with today’s science and logic. 
 Wilmot has a scientifically proven high water recharge area that is among the most studied and most valuable in Canada. We are the largest region dependent on groundwater because the people have protected the water flow and flow rates, the water quality and water quantity. It can only sustain us if we continue to protect it. 
A pipeline to Erie would be clogged  repeatedly with zebra mussels & algae to treat and recycle  human effluent and today’s water treatment can’t treat everything. It’s why we measure Covid by effluent levels. It doesn’t remove endocrine disruptors or many pharmaceuticals like mood enhancing meds. etc. We need good clean water to drink and to dilute contaminants. The enzymes in our soil removes contaminants and plastics. We need to protect the soil to water relationships to maintain good water quality. 
Create land trusts to protect farms but don’t expropriate the lands or place  unsuitable uses with it. We need every drop of clean water we can for future generations.

Stop the expropriation and save the farms and water now and forever. We need a Waterloo Moraine Protection Act and Farm Trust system to keep a good thing going for generations to come.
