Hello everyone
Multiple pipeline assets have been transferred from Enbridge Pipeline Inc. to Enbridge Income Fund in September 2015 and this took place without compliance to NEB Act Section 74 or 21. 
Work was underway to conduct hydrostatic testing on Line 9 pipeline when this transaction took place. The workers did not have a CPCN certificate to reflect this asset transfer.
A federal decision regarding Enbridge Line 3 and a November 30th Supreme Court process regarding Line 9 is currently underway. Line 10 NEB hearing took place on October 18 and 19th yet the applicant of all these NEB pipeline processes no longer owns the assets. 
I don't know how this could affect the legal processes underway but I want clarity on that immediately. I do not want fiscal duress to fall upon First Nation's communities who deserve a clear understanding of the current ownership of these pipeline assets prior to the court process, NEB decisions and Federal decisions.
My concerns are in the PDF report in the attachment along with a copy of the letter of response provided to me by Minister Carr dated March 15, 2016.
In my view this matter is  URGENT. Please respond to me in writing as soon as possible.
