I have serious concerns about Enbridge Line 3 and I would like to request a copy of the current CPCN certificate for this line.
Who owns this asset currently? 
Enbridge's website states; The $7.5-billion Line 3 Replacement Program is the largest project in Enbridge history, and includes replacing the existing pipe with modern pipe materials utilizing modern construction methods -- resulting in restoration of one of Enbridge's primary pipelines along its Mainline crude oil system. Did the NEB give permission for this transfer of assets? 
I also observed this media release from Enbridge's Graham White issued on September 29, 2016  titled "Enbridge Inc. Announces $1.075-Billion Sale of South Prairie Region Assets". The article states: 
CALGARY, ALBERTA--(Marketwired - Sep 29, 2016) - Enbridge Inc. (TSX:ENB) (NYSE:ENB) (the "Company") together with Enbridge Income Fund Holdings Inc. (TSX:ENF) announced today that an affiliate of Enbridge Income Fund (the "Fund") has entered into an agreement for the sale of the Fund's liquids pipelines assets in the South Prairie Region (the "Assets") to Tundra Energy Marketing Limited ("TEML") for CAD$1.075 billion in cash. Closing of the transaction is expected to occur around the end of the fourth quarter of 2016 and is subject to customary closing conditions, including the Canada Transportation Act and Canadian Competition Act approvals

Personally I have a hard time understanding why the Line 3 application in the name of Enbridge Pipeline Inc. when clearly they no longer own this asset. 

What evidence is there to show compliance to the NEB Act sections 21 or 74 in regards to these matters? 
Who notified First Nation's communities about the transfer of assets of pipelines crossing their territories?  Who's duty is it to notify them? 
I have a list of additional questions in the attachments and I want all of the responses to be provided to me in writing please. 
Until these questions can be answered fully, it is in my view premature to approve anything to do with this project.
