Hello GREN members,
Today the Friends of the Greenbelt Foundation released an amazing report written by Kevin Eby who for years was the Director of Planning for the Region of Waterloo. This report focuses on the current review of the provincial Growth Plan (Places to Grow) and the Greenbelt amendments that are currently underway by the provincial government. It lists areas for improvement and calls on further improvements to future growth planning including a two year freeze on development boundaries.
A copy of this report which is well worth reading (even if you only read the executive summary and conclusion) can be found online at:

There is also an excellent article in today's Toronto Star about this new report and the need for future improvements:

The provincial government has just announced a one month extension until the end of October for feedback on the Greenbelt plans and Growth Plan. We will have to ensure that the government receives a strong message about the need for Greenbelt expansion to Waterloo, improved SmartGrowth, and increased environmental protection.
SmartGrowth Waterloo is planning an event on Thursday, September 15th on Greenbelt expansion to Waterloo with more details available soon at www.smartgrowthwaterloo.ca

> Dear Kevin --
>
> Earlier today, the Friends of the Greenbelt Foundation published a new report in our Occasional Paper series. "Plan to Achieve: A Review of the Land Needs Assessment Process and the Implementation of the Growth Plan" found that there are fatal flaws in the commonly used approach to Land Needs Assessments (LNA), and the result is continued suburban sprawl.

> The report concludes that without a new approach to LNAs, municipalities in the Greater Golden Horseshoe will continue to over-designate land, leading to:
> failure to achieve the density targets of the Growth Plan;
> loss of prime agricultural land and countryside;
> lack of housing choices to meet changing needs of boomers and millennials; and
> continued unsustainable, car-based suburban sprawl.
> Recommendations include:
> Freeze urban boundary expansions until population and growth forecasts are updated with 2016 Census data
> Develop a standardized, simplified LNA process
> Do not allow LNA calculations to be appealed to the OMB
> Clarify the meaning of 'planned to achieve'
> You can also read and share coverage of the report in today's Toronto Star.
