When we are still in a strategizing stage, we don't necessarily want to let the opposition know our strategy so they can take action to counteract it before it even happens. In another example, we don't necessarily want people who aren't really with us to see the range of views among our core group before we have had a chance to sort it through. They could use this to weaken the strength of our view when we present to government.

Of course with anything that is in the e-mail system, it is impossible to not have leaks and to have control over who the e-mail is passed on to. But I trust our inner-core to have wisdom on that. But on the GREN all list, which I haven't gone through yet, we can't assume that same discretion.
