In fact, after only a six weeks in the Legislature, voting themselves a 35% raise, awarding themselves a very generous new pension, ramming through these bills with no proper process or consultation, the Doug Ford government has now left for a special extended 12 week summer break - not resuming in the Legislature until October 20th. So much for all hands on deck and working around the clock on the tariff threat that was so much bluster and bravado….

What You Can Do - Council Motions - More municipal councils have passed Motions against Bill 5 with several additional communities joining Orangeville, Caledon, Shelburne, Mono, Kingston, City of Toronto, Chatham-Kent, Grey Highlands, Lambton, and numerous other Ontario communities. Get your local Councillors to speak up as well. A copy of the Orangeville motion that was approved unanimously is attached in Appendix C) along with an updated version from Guelph in Appendix D) that includes some great amendments from other communities. Ensure your Council speaks up as well!.
Required Action - The fight against Bill 5 will continue as we need to continue to speak up against this horrifying omnibus bill and ensure our democracy, environment, clean energy, agriculture, and communities aren’t destroyed by the misguided development efforts of the provincial government under the guise of responding to Trump tariffs.
2) Bill 17 Protect Ontario By Building Faster and Smarter Act, 2025 - The Ford government did time allocation with this Bill, so it skipped Committee hearings and any opportunity for comment or consultation. Third reading and vote took place on June 4 (and passed along with many other Bills rammed through before the summer recess on Wednesday). However, the ERO postings for comments does not close until June 26th and it is important that we get comments and concerns posted to be part of the public record on this gift to developers that will set climate efforts back at least 15 years.
Bill 17 was so rushed and poorly written that most municipalities haven’t even been able to submit comments. First Nations, most municipalities, ERO comments, and public concerns have been ignored and this is particularly troubling for places like Toronto who’s very strong Green Development Standards that have been in place for years and could see a significant rollback when we need more climate action and resiliency with better buildings - not less and worse.
This Bill is the exact opposite for what we need to address climate change and will gut the protections that municipalities can include in their Official Plans, limit the studies they can request for development applications, as well as impose new limits on development charges, prohibit Green Development Standards, expand MMAH powers - enabling new MZO’s that allow provincial laws to be broken, allow risky rural water and wastewater systems, and opens the door to the privatization of water and wastewater utilities.
This bill could have far-reaching impacts in Waterloo Region where so many unique protections, features, and concepts were integral to Official Plans regionally and throughout our municipalities. It could also pose a huge threat to the groundwater and water protections we rely on and the elimination of many Green Development Standards could severely impact the Waterloo High Performance Development Standards that have been under development for years and heading for approval later this year.

3) Bill 30, Working For Workers Seven Act, 2025 & Bill 5, 17. 30 Concerns - The Association of Municipalities of Ontario (AMO) is raising concerns about the Ford government using tariff threats to repeatedly change laws so that Ministers can override laws and acts at will with little notice or recourse. This is very much against democracy, the greater public good, and the best public interest.
AMO is expressing concern about exemptions from municipal planning processes, shifting authority from local governments to private entities without robust accountability or proper frameworks, giving exemptions from local bylaws, taxes, development charges and other local requirements with no clear purpose or rationale.
The provincial government has now made it so that four separate Ministers can override municipal land use planning and other authorities raises significant concerns. Specifically:
- Bill 5 allows Special Economic Zones (SEZ’s) to create lawless areas overriding the Planning Act, the Municipal Act, and much more,
- Bill 17 allows MZO’s to override the Planning Act,
- Bill 30 allows the Minister of Labour, Immigration, Skills, and Training to override the Planning Act and the Municipal Act.
The government needs to be accountable, with proper process and the threat of tariffs cannot be used to justify any and all proposals to override municipal and provincial laws. Learn more at:

13) Greenbelt Scandal Goes Local - Save The Oak Ridges Moraine (STORM) is raising alarm about Strong Mayor Powers and new legislation changes being used to override Greenbelt protections to allow development and additional residential units on Greenbelt protected lands - in particular in places such as Stoufville where the Mayor and Council has repeatedly sought Greenbelt development.
Bill 17 will help to fast-track this sort of concerning development while eliminating public notice, consultation, and environmental review.

The Ontario Climate Emergency Coalition has modified the Orangeville motion into an even better motion opposing Bill 5. That motion was then improved to include Bill 17 by Emerge in Guelph (see below). Let's get the sample motion to more municipal champions so that we can build more momentum with municipalities opposing this bill:
Motion: Responsible Growth and Opposition to Bill 5 and Bill 17
Whereas the Government of Ontario has introduced Bill 5: Protecting Ontario by Unleashing Our Economy Act, 2025, which proposes substantial changes to environmental planning policies, including replacing the Endangered Species Act with a new framework that reduces protections for at-risk species, and enabling the creation of Special Economic Zones that may override local planning authority and environmental oversight;
And whereas the City of Guelph supports increasing housing supply and economic growth, but believes this must be done in a way that upholds environmental responsibility and maintains the integrity of local planning processes;
And whereas Bill 5, as proposed, weakens safeguards for natural heritage systems, threatening biodiversity, and diminishing the authority of municipalities to manage growth in accordance with local needs and official plans;
And whereas the Canadian Environmental Law Association submits that all of the Bill 5 schedules, with minor exceptions, should be withdrawn and not further considered by the Legislative Assembly of Ontario until they are substantially modified to ensure robust protection for the environment, human health, and vulnerable members of the Ontario public, including Indigenous peoples, who may otherwise be harmed by the amendments contained in the various schedules.
And whereas the Canadian Civil Liberties finds that Schedule 9, in allowing the Minister of Economic Development to exempt “trusted proponents” from compliance with municipal and provincial law within the special economic zones, promotes abandonment of the rule of law subjecting Ontario’s lands and peoples to the possibility of arbitrary and non-transparent decision-making and effectively nullifying decades of legacy law-making in those zones.
And whereas Amnesty International Canada urges the Government of Ontario to 1) immediately halt or withdraw Bill 5; 2) Recommit to upholding the rights of Indigenous Peoples as affirmed in Canadian law through the United Nations Declaration on the Rights of Indigenous Peoples Act; and 3) Engage in transparent inclusive consultations with Indigenous Nations and civil society before tabling new development legislation.
And whereas Bill 17 proposes amendments that would prohibit municipalities from enacting building requirements beyond the Ontario Building Code, thereby restricting local green building initiatives.
And where as it aims to override municipal policies designed to promote sustainable building practices.
Therefore, be it resolved that Council for the City of Guelph:
1. Opposes all provisions in Bill 5 and Bill 17 that reduce environmental protections and Ontario’s proud legacy of protections of Endangered Species, that override the rule of law and that nullify municipal planning authority;
2. Urges the Province of Ontario to support housing and infrastructure development in ways that align with sound environmental planning and wildlife protection and empower municipalities with appropriate planning tools;
3. Directs that a copy of this resolution be sent to:

Ontario's Bill 5 — the Protect Ontario by Unleashing our Economy Act — has drawn growing criticism that rather than protecting Ontario from Donald Trump, it imitates the U.S. president's increasingly authoritarian style of governance.
There have been strong suggestions the Trump administration's approach to governance has been heavily influenced by the models of the likes of Hungary's Viktor Orban, and Turkey's Recep Tayyip Erdogan.
Both regimes have been labelled as reflecting a model of “authoritarian populism.”
In Ontario, Premier Doug Ford's government was initially labelled as a form of “market populism,” emphasizing the interests of “the people” vs. elites, the need to cut “red tape” and “get it done.” Concerns that the Ford government's style seemed to reflect an understanding of its mandate as an “electoral dictatorship” emerged early. At one point, Ford asserted he had “final signoff on everything in this province.”
In office, the Ford government was noted for its disregard for limits on executive authority; the systemic elimination of requirements for public consultation, transparency, accountability in decisionmaking in the name of eliminating red tape; decisionmaking models that seem more based on access and connections than evidence of democratic processes; the increasingly assertive use of state power to favour private interests, particularly in areas like urban development, energy and resource extraction; and the pursuit of costly and questionable infrastructure projects with little or no meaningful public review.
These behaviours have accelerated dramatically following February's provincial election, which saw the Ford government reelected under a banner of “Protect Ontario.”
Consistent with its previous style, the government has taken an assertive interpretation of its electoral mandate, although, as in 2022, its legislative majority actually flows from the votes of less than 20 per cent of eligible voters in the province (43 per cent of popular vote with 45.4 per cent voter turnout).
Consistent with a disregard for boundaries on executive authority, the legitimacy of judicial reviews of government decisions has been challenged in a manner seen as reminiscent of Trump's responses to similar reviews. The government's response to the granting of an injunction against the government's attempt to remove bike lanes in Toronto has been a notable example.
But perhaps the best illustration of the province's postelection assertiveness is Bill 5. The most notable feature of the bill is provisions that would allow for the creation of “special economic zones” anywhere in the province. Within these zones, economic activities could be excluded, by the provincial cabinet, from any applicable provincial or municipal legislation, regulations, bylaws or rules such as environmental, public health, safety, labour, human rights, planning and building standards. “Trusted” proponents could be provided with similar exemptions.
The bill would also effectively repeal the province's Endangered Species Act. The already fragile regulatory regime for mining would be further weakened as well.
Although notionally aimed at the “Ring of Fire” mineral deposit in Northern Ontario, special economic zones could be designated anywhere in the province, including densely populated urban areas. The premier himself has mused publicly about designating his proposal to bury the 401 Highway under such a zone.
It has been noted these kinds of zones are a common feature of authoritarian regimes, like China's, or jurisdictions in deep economic distress.
The legislation has prompted vociferous reactions from the province's Indigenous leaders. For others, the response has been one of near despair, asking “is this what the Ontario government has come to?” in mirroring Trump's authoritarian governance style in the name of resisting the U.S. president.
As an economic strategy, the bill's implicit message is that there is no limit to how low the province might go in terms of health, safety and environmental standards to attract investment. As such it can be seen as the product of a government that seems to have no real idea of how to deal with the challenges posed by Trump and a rapidly changing world.
The fate of Bill 5 is an unknown at this point. The same can be said of the question of whether it signals a full move in the direction of an “authoritarian populist” mode of governance. The fact that the question is on the table at all in a province in which political culture had been defined by moderation and civility is a surprising enough.
