Good Day,
Despite so much provincial and federal talk of possible elections, lots continues to happen here in the Grand River Watershed including the creation of a new fiercely determined community group WilmotCAN against the Wilmot Land Assembly, Tony LaMantia, CEO of the Waterloo Economic Development Corporation announces he’s leaving, local citizens reach Doug Ford directly with concerns, outrage in Wilmot Township continues over the proposed 51% tax increase, Brant County debates a new Paris library and civic hub, and many new events are announced around our communities.
Here’s the latest:
1) Wilmot Mega-Industrial Land Assembly - WilmotCAN - This past weekend more than 40 highly engaged citizens met for an in-depth strategic planning session on the formation of a new activist group to aggressively defend our communities from the tremendous negative impacts of this proposed massive mega-industrial site. This new community group is called Wilmot Civic Action Network (WilmotCAN) will further the amazing work of the farmers and landowners in the Fight For Farmland. They will be launching a series of actions in the weeks ahead to get elected officials to finally abandon this development scheme that is so contrary to all previous planning and protections.

Tony LaMantia Announces Departure As CEO of Waterloo EDC - In a surprise announcement earlier this week, Tony LaMantia CEO of the Waterloo Economic Development Corporation announced that he would be stepping down and retiring later this year. Tony has been one of the only proponents of this Wilmot Land Assembly fiasco and it's unknown if this disaster in Wilmot has anything to do with his departure. We still don’t know how much EDC is driving the land assembly compared to the province or region but they are all in cahoots together on it and Tony has been one of the most vocal supporters of such bad planning and dismal actions against the best public interest and greater public good. Certainly few people have ever done economic development in a manner that has caused greater public concern or more outrage than what we have seen in Wilmot this past year.
We hope that new leadership will work with, rather than against our communities and follow better planning practices adhering to our Official Plans for the future economic development we need:

Mike drew so many parallels to all the secret meetings, the lack of transparency, the lack of studies, and the lack of any proper planning for this Wilmot mega-industrial land assembly. Wilmot 51% Tax Increase Townhall and Budget Meetings - The widespread concerns about Wilmot Township and the disasterous 51% tax increase continue with citizens filling recent Town Hall meetings and hundreds of people watching Thursday’s initial budget deliberations by Wilmot Councillors. The acrimony and divisions between councillors as well as township staff were clearly apparent throughout the meetings.
There still has been no financial costing done for the proposed Wilmot mega-industrial site that we are aware of. There is no planning for it nor any funding of any sort for it in this proposed 2025 Wilmot budget. Wilmot Council doesn’t seem to grasp that growth and development have significant costs and the burden to Wilmot taxpayers could be immense in addition to this 51% increase for other township expenses. There is no evidence that the Mega-Industrial Land Assembly will provide any financial benefit to the municipality and will most likely only further deepen Wilmot's troubles and financial woes.
Despite almost 7 hours of Wilmot Council budget meetings on Thursday, no final decisions were made and things have been deferred to another budget meeting on Monday, January 27th while awaiting information from township staff. Here’s some of the recent media coverage:

2) Call Doug Ford And Speak Up - Last week we reported that Doug Ford had responded to the texts of local activist Judy Brown who has been encouraging people to reach out and text or call Premier Doug Ford directly on his personal cell phone where he continues to encourage people to contact him directly. We are pleased to report that group member Colleen Cooper spoke with Doug Ford for over 10 minutes this past weekend when he answered her phone call personally. She emphasized the concerns with the Wilmot Land Assembly however Premier Ford apparently deflected the concerns and blamed the Region of Waterloo, once again specifically naming Regional Chair Karen Redmond.
We encourage you to speak up to the Premier and other elected officials as well. Please be respectful and ensure that Doug Ford knows of your concerns firsthand at: 647-612-3673.
It remains to be seen how much longer the Premier will continue to break the rules with personal cell phone use for government business as he lost his fight this week in a ruling by the Information and Privacy Commissioner:

3) OLT Decides Against Greater Public Good - It was fantastic last year to see the City of Waterloo win its case at the Ontario Land Tribunal against developers of the new Conservation Meadows and Beaver Creek subdivisions who wanted to destroy the “Hole In The Donut” - an environmentally sensitive protected area (ESPA) adjacent to the Laurel Creek Conservation Area Nature Center. It was very disappointing though this week to see the developer win troubling concessions in an appeal and clarification on the case.
We are still struggling to figure out all of the implications and repercussions of the OLT now ruling that while the developer couldn’t build the monster homes sought, the developer can still do something with lands within the current zoning - which is agricultural. It’s unclear just what the developer intends but it certainly doesn’t seem to be restoring these lands back into the deep forest interior habitat as had been hoped.
The OLT decision is attached below in Appendix B as a PDF. We will have to see how things continue to unfold. Please encourage the City of Waterloo Staff and Council to keep up the fight to see these lands permanently protected for future generations.
4) New Paris Main Branch Library - Building Community - County of Brant Council will debate the decision for the new main branch of the library in Paris on January 28th. A divided Council may kill the project or approve the visionary development of a national historic site that could become a focal point for the community and civic engagement. 6) Waterloo Region’s Detached Housing Starts Lowest In More Than 35 Years - As predicted Doug Ford's grossly misguided efforts to build more housing by destroying our farms and natural areas far from the communities and more sustainable places people want and can afford to live continues to fail miserably with housing starts hitting a 35 year low.. Just 376 detached homes were started last year in Waterloo Region. Even apartment and condo starts were the lowest in years. We need to keep emphasizing the need to build the right housing, in the right place, with a full range of housing choices:

7) Democracy Caledon - January 29th Webinar - Join online on Wednesday January 29th at 7pm for a webinar about very concerning draft plans of subdivision that are already coming forward for lands that have not had proper studies. 10) Real Estate Association Lobbies To Reduce Development Charges By Increasing Taxes For Everyone - In a disturbing move the Ontario Real Estate Association (OREA) has launched a campaign to reduce municipal development charges for homebuyers. It seems that they want to pass development costs for things like water and sewer expansions to municipalities and existing residents causing property tax increases for existing ratepayers to subsidize new development. They even seem to be advocating for privatizing water and sewer services which has proven disastrous in the past.
We need to ensure that new development is covering the costs of new development. By building new housing within our existing communities where much of the needed infrastructure already exists, it will greatly reduce development expenses compared to the massive costs of farmland destruction and greenfield development. Quite simply building the right housing choices in the right locations will address much of the affordability and development charge concerns.
