Good Day,
It’s been another astounding week as the Fight For Farmland made a strong impact on Wednesday at Waterloo Regional Council and had a high profile at Queens Park as the Legislature resumed, while the Conservatives launched Bill 212, a confounding Act that will force Highway #413, committed to remove existing successful bike lanes, and the Premier claimed he will “absolutely” build a 401 tunnel. Here’s the latest:
**** Breaking News!!!! - Citizens For Safe Groundwater - Hallman Pit Court Hearing - Friday, October 25th at 11:00am - Citizens For Safe Groundwater have just found out that they have been granted their in-person court date and it is tomorrow - Friday, October 25th at 11:00am in Room 608 of the Hamilton Court House at 45 Main Street East In Hamilton.
They are seeking as many people as possible to attend and show support for this hearing so that the OLT hearing will see that this is an item of public concern. The ruling of this hearing will determine if they will get a full hearing.

1) Fight For Farmland at Queens Park - The proposed Wilmot Land Assembly was much discussed at Queen’s Park as the Legislature finally resumed sitting on Monday after an unprecedented 5 month break. Waterloo MPP Catherine Fife directed questions to the Premier during Question Period, with Minister of Agriculture, Food, and Agribusiness Rob Flack and Economic Minister Vic Fedeli answering. It is concerning that the Agriculture Minister, who should be advocating for farmers and farmland, was the one trying to justify this plan to destroy prime farmland. The Fight For Farmland was also raised in Committee as well with the Finance Committee voting down a motion to have the Auditor General undertake a Value-For-The-Money Audit of Waterloo Region’s land acquisition for future industrial use in Wilmot Township.

Action Required - We need to keep writing and calling Premier Ford, Cabinet Ministers, and local MPPs Mike Harris Jr, Jess Dixon, Brian Riddell, and others to keep the pressure on Queen’s Park and let them know that we are an UNWILLING HOST.
2) Fight For Farmland At Waterloo Regional Council - It was fantastic to see dozens of protesters outside Region of Waterloo Headquarters on Fredrick Street protesting on Wednesday evening before the Regional Council Meeting. Then more than 100 people - many wearing bright neon t-shirts filled Council Chambers for an astonishingly bad delegation from KW Chamber of Commerce President Ian McLean who was called out by Mayors and Councillors for inaccuracies, misleading statements, and previous statements insulting citizens and farmers.
There were also excellent delegations in support of Fight For Farmland voicing concerns about water, health, the NDA, and numerous issues with the proposed mega-industrial site.
While the delegation presentations happened at the start of the Council meeting, dozens of supporters stayed for hours until the Wilmot Land Assembly Non-Disclosure Agreement (NDA) and Shredding Of The Corn Report came forward as one of the last agenda items of the night. Regional Chair Karen Redman unfortunately reported that this unprecedented NDA had been discussed earlier in a Closed Meeting and that Regional Legal Counsel had determined that the NDA was still valid and in-force despite the province breaching it on numerous occasions as Cabinet Ministers have released details about the land assembly.
Councillor Rob Deutschmann was asked by Chair Karen Redman to withdraw his motion regarding the NDA and seeking additional details on the Shredding Of The Corn Report which he then withdrew. Wilmot Mayor Natasha Salonen who seconded the original motion on the NDA also agreed to the withdrawal, so once again we are left in the dark with more Closed Meetings held in secret and no answers to so many questions about this very concerning proposed mega-industrial site.
Worse yet, it appears that there will not be any more information on the Shredding Of The Corn Staff Report coming forward in November and December as originally requested by Councillor Deutschmann as this request seems to have died and been withdrawn along with the NDA motion. This means that it could be difficult for us to get onto future Regional Council Meeting agendas when there is no specific item on the agenda to address.

3) Rebels With A Cause - Princess Film Festival Night - This coming Monday, October 28th plan to attend a special Fight For Farmland movie night at the Princess Cinema in Uptown Waterloo as part of the Laurier Wellbeing Film Forum (LWIFF). 4) Bill 212, The Reducing Gridlock, Saving You Time Act - Doug Ford and his Conservative provincial government have released another absurd Act doing the opposite of what is actually needed and is in the best public interest. This new omnibus highway bill will fast-track and force through Highway #413 by exempting provincial environmental assessments and allow construction to start before planning is even completed while putting unprecedented huge fines and penalties on anyone who stands in the way - not just for this disturbing highway but for others such as the Bradford Bypass and Garden City Skyway too.
The legislation also again changes the expropriation process removing even more landowner rights and speeding up expropriations with even less oversight.
The Bill also restricts where new bike lanes can be built with the Premier more recently stating that existing bike lanes will be removed from some streets before even any study is completed. “It’s a done deal” Ford stated regarding the bike lane removals on Bloor Street, Yonge Street and University Avenue despite the protests of Toronto elected officials, staff, and citizens.

5) Highway 401 Tunnel - While on the subject of absurd provincial delusions designed to distract citizens and the media from other important issues, Doug Ford this week stated he will “absolutely” build the world’s longest road tunnel under Highway 401 across the entire Greater Toronto Area. The tunnel would take decades to build if even possible, would be one of the most expensive projects ever undertaken in Canada, would be vulnerable to extreme weather events, and is unlikely to actually improve Toronto traffic or transportation:

6) Grand River Conservation Authority Conservation Area Strategy - Thanks to Susan Watson, Laura Murr, Dr. Hugh Whiteley, Tthe Water Watchers, Environmental Defence, and everyone who did an absolutely amazing job of weighing in on the GRCA Conservation Area Strategy! There are tons of personalized comments and an overwhelming message not to sell Conservation Authority land. Widespread dissatisfaction with the GRCA was also reported across the watershed compared to other Conservation Authorities that do a much better job of communications and public engagement.

8) Brant County Official Plan Finally Approved! - It took a long time but the County Of Brant Official Plan finally received approval from the provincial government and came into effect on October 18, 2024 after years of waiting. The first draft was originally submitted to the Ministry of Municipal Affairs and Housing in August, 2021 and a final version in July, 2023 and it has been awaiting approval since then. There apparently have been 35 modifications with no details available about these modifications. The County had been operating under their previous OP from 2012. Learn more at:

Note from Joan: In the CELA Water Drop-in a person from Hamilton discussed the numerous development applications for the lands surrounding Hamilton airport which contains headwaters for 3 creeks and many wetland areas. It seems the developer's approach is to inundate the OLT with so many appeals that the backlog/delays will provide time for government/legislative changes prior to hearings being scheduled. The lands have been zoned by the city to allow for development of the land as an Eco park, however the specifications for the Eco park have not been defined.
