Good Day,

Tonight (Friday) at 11:59pm is the deadline to respond on the ERO on Bill 185, there’s some great tools below to make it fast and easy. Here’s the latest:

1) Next Week’s Friday at 5:30pm Zoom Meeting - Our bi-weekly meeting next week falls on the Friday of the Victoria Day holiday weekend. Please complete the following short questionnaire to help us figure out how to best to postpone, reschedule, or come up with another plan for the meeting:

	https://docs.google.com/forms/d/1sxoJL3GoEUF39naz2yztXJezbB8zqA8oXCbWYMmFONI/edit?ts=663a6a00

2) Bill 185 Deadline Tonight!!!! - We need to speak up about Doug Ford’s Bill 185 - The Cutting Red Tape To Build More Homes Act and his confounding plans to eliminate Smart Growth, abolish the Growth Plan, and remove the Planning Authority that could negatively impact all of our Waterloo Regional environmental protections such as our Countryside Line that we have counted on since not receiving any Greenbelt protection from the province almost 20 years ago. There are easy ways to take action:

	a) Automated E-mail Tools - In order to ensure your message receives the maximum attention, we recommend you customize the subject line and the message to reflect your concerns:

	i) Waterloo Climate Collaborative - has created a great letter focussing on the loss of Planning Authority in Waterloo under Bill 185:

		https://act.newmode.net/action/wellington-water-watchers/bill-185

ii) Ontario Headwaters Institute - has created a letter with three themes - Bill 185, the PPS, and Conservation Authority changes:

		 https://win.newmode.net/ontarioheadwatersinstitute/emailbill185anditsalignedeffortsshouldbewithdrawnandsignificantlyreworked

iii) Water Watchers - has created a letter covering Bill 185 and the PPS with a focus on public and First Nations consultation:

		https://www.wellingtonwaterwatchers.ca/bill_185

	b) Community Group Open Letter - The new Waterloo Climate Collaborative has drafted an Open Letter for all Waterloo area community groups and organizations to sign on to:

		https://actionnetwork.org/user_files/user_files/000/107/401/original/Waterloo_Bill_185_Sign_On_Letter_v3.pdf

Fill out the following Google Form to have your organization included as a signatory:
			https://docs.google.com/forms/d/e/1FAIpQLSdjYDinYUtipPQgIyBMU3N7LE2JopjR9WO2zO2Jx4lvrs8f1A/viewform

E-mail your group logo to Kevin Thomason to be included in the letter at: kevinthomason at mac.com or upload it at:
			https://docs.google.com/document/d/127NDIbwyCCmCsHBZkjhEHyTDYkldOudkxtzBRE6ii20/edit

Deadline is Friday, May 10th at 5pm so we have time to submit the completed Open Letter with all groups listed before the midnight deadline.

	c) Submissions to the Environmental Registry of Ontario - Bill 185, Cutting Red Tape To Build More Homes Act, ERO 019-8369 on Friday, May 10, 2024 at 11:59PM:

		https://ero.ontario.ca/notice/019-8369 and/or via e-mail to planningconsultation at ontario.ca

Summary of Our Recommendations on Bill 185:

	- Planning Authority should be retained by the Region of Waterloo, our Countryside Line remain intact, and forced boundary expansions eliminated,
	- If Planning Authority is removed Greenbelt expansion is required to adequately protect the Waterloo Moraine,
	- Changes to Settlement Area Boundaries should not be permitted outside of regular municipal comprehensive review periods,
	- Planning Act Sections dealing with limiting Third Party Appeals should be rescinded just as they were when Bill 23 attempted to limit eliminate these important citizen rights,
	- Proposed changes to MZO’s could be good but require more understanding,
	- It is good to see the absurd Community Infrastructure and Housing Accelerator (CHIA) introduced by Bill 109 rescinded,
	- The Attorney General should disclose all communications with municipalities and developers requesting changes to third party appeal rights,
	- The Ontario Land Tribunal (OLT) should be required to permit third party appeals,

You can also learn from the Canadian Environmental Law Association's (CELA) excellent submission with a focus on how the loss of public appeal rights disproportionally impact under-resourced communities:

	https://cela.ca/cela-comments-on-proposed-bill-185-cutting-red-tape-to-build-more-homes-act-2024-ero-019-8369/

Please also refer to past GREN e-mail updates from Wednesday and previous weeks for lists of resources you can utilize. A concise online listing of Bill 185 resources is available at:

Olde Berlin Town Neighbourhood Association, Kitchener - Bill 185 and PPS Resource List:
	https://oldeberlintown.ca/bill-185/

3) PPS Deadline Sunday! - The proposed changes to the Provincial Planning Statement (PPS) are just as horrific. It won’t result in more homes being built but will likely reduce density, make transit and active transportation more challenging, result in greater farmland loss and more urban sprawl by making urban boundaries almost non-existent.

We need submissions to the ERO - even if it is just a single sentence, as well as e-mails to MPPs by Sunday at 11:59pm:

	https://ero.ontario.ca/notice/019-8462 and/or via e-mail to planningconsultation at ontario.ca and scfea at ola.org

Summary of Our Recommendations on the Provincial Planning Statement (PPS):

	- Concerning changes to remove or make greenfield density targets optional need to removed and existing greenfield density targets maintained or increased for all parts of Ontario,
	- The elimination of intensification targets need to be removed and existing intensification targets maintained or increased and made mandatory - not optional,
	- 2 additional residences permitted on every farm despite last year’s efforts to prevent the absurd 4 severances per farm needs to be completely removed,
	- Troubling changes to permit new subdivision developments in rural areas need to be eliminated,
	- Encouraging development on septic systems and water systems that have proved problematic in the past needs to be eliminated from the proposed PPS changes,
	- The Agricultural System and the Natural Heritage System concepts and mapping need to be restored for the Greater Golden Horseshoe.

4) Wilmot Industrial Mega-Site Farm Land Assembly - It is incredible to see so many lawn signs going up in Wilmot Township and across Waterloo Region - even beyond! More than 500 new signs have printed and distributed in the past week alone with now more than 1,600 lawn signs around our communities stating firsthand that we are unwilling to host this secret mega-industrial site and additional massive development!

Provincial Liberal Agriculture Critic Ted Hsu has made a video of his visit last week with the farmers check it out at: https://twitter.com/tedhsu/status/1786398239098310824

Lawn Signs - Fight For Farmland - Yet another 500 lawn signs have just arrived! Order yours online, pick them up from local Sign Captains throughout Waterloo Region, and learn more at:

	www.fightforfarmland.com <http://www.fightforfarmland.com/>

Volunteers Needed - Lawn Sign Canvassing and Distribution on Saturday - Lawn signs are one of the most impactful ways of showing firsthand our unwilling community, so this coming Saturday (tomorrow - May 11th) we are looking for volunteers to help with door-to-door canvassing in local Wilmot communities. We plan to form several teams of a few people each to knock on doors and seek support for area farmers in the Fight For Farmland by putting a sign on their lawn. The community support last weekend was incredible! Please let us know if you can help for an hour or two Saturday morning or afternoon by e-mailing the address below and we will provide more details:

	wilmotlandowners at gmail.com <mailto:wilmotlandowners at gmail.com>

Amazing media coverage - our amazing media coverage continues with supportive articles from as far away as Elliot Lake with a really good northern Ontario perspective on what’s happening in Wilmot:

Elliot Lake Today - Mantha On Mystery Surrounding Farms In Wilmot Township:
	https://www.elliotlaketoday.com/local-news/column-mantha-on-mystery-surrounding-farms-in-wilmot-township-8698404

Overview Video - kudos to Joan Faux for putting together a great video explainer of this Wilmot mega-industrial site and massive development being proposed by Wilmot Township based on the NDP Town Hall Meeting on April 19th in New Hamburg:

	https://www.youtube.com/watch?v=PVv9iuWjxwU

Action Needed - Please continue to show firsthand that we are unwilling to host this mega-industrial site and massive growth of tens of thousands of new residents in Wilmot Township by:

	- Signing petitions and sending letters, e-mails, and phone calls to elected officials,
	- Putting up a lawn sign encouraging others to Fight For Farmland too,
	- Volunteering to help engage the public and build support canvassing door-to-door this Saturday,
	- Signing up for updates on the www.fightforfarmland.com <http://www.fightforfarmland.com/> website.

5) New Greenbelt Scandal Revelations - A new article from investigative reporters at the Toronto Star states newly released documents continue to show direct links between the Premier’s Office and the efforts to carve up and sell off the Greenbelt:

6) Caledon Chaos Continues - It was fantastic to have Debbe Crandall from Democracy Caledon join us on our 5:30pm Zoom call last Friday to talk about how Caledon Mayor Annette Groves has backed down for now and cancelled plans to use Strong Mayor Powers to fast-track development of 35,000 new homes - doubling the population of Caledon by cutting out the public and Council, and undertaking a number of questionable activities to try to force development.

There is tremendous concern, questionable tactics, and much to be learned for protecting other communities from such developer-lead antics. Learn more in this week's articles:

7) Odd Things In Brighton - Questionable Conservative Lobbyists - It appears that it’s okay for developers to pay tens of thousands of dollars to ex-Ford aides such as Amin Massoudi now working as a lobbyist but not for municipalities to spend tens of thousands of dollars hiring them:
