The Government of Canada is putting a Cap on Oil & Gas emissions but it has big problems. We have until 5 Feb, 2024 to tell them to #FixTheCap
Toolkit: link.http://www.climatemessengers.ca/1MSGm2
The deadline for the ECCC framework is Feb 5th.
My submission below. Send one in too folks!

We seriously have to do better than this.

On 7 December 2023, Environment and Climate Change Canada (“ECCC”) released A Regulatory Framework – To Cap Oil and Gas Sector Greenhouse Gas Emissions.
It doesn’t go far enough to actually cap emissions. The loopholes are many and I agree with the concerns of Climate Messangers who state:
• Whereas the federal government’s Emissions Reduction Plan (the “ERP”) released on 29 March 2022 suggested the cap would be 110 Mt in 2030 [3], the Framework proposes “issuing a total quantity of allowances in 2030 of between 106 and 112 Mt CO2e [carbon dioxide equivalent]” [4]. We assume the cap will be 112 Mt (2 Mt more than what the ERP proposed) because almost every time the federal government proposes a range of numbers for an emissions target, everything they do thereafter focuses on the more lenient number.
• ECCC has also made the cap more lenient by reducing the scope of oil and gas production that will be covered by the cap. Downstream oil refineries and gas pipelines, responsible for 20 Mt of annual emissions, are not covered by this cap.
• In addition, ECCC will allow oil and gas producers to emit 25 Mt of annual emissions over and above the cap by buying carbon offset credits or paying into a “decarbonization fund”.
The net result is that, instead of reducing annual emissions from oil and gas production by 81 Mt, as called for in the ERP, ECCC will only require oil and gas producers to reduce annual emissions by 34 Mt (see graph below).
That is a reduction of 17% from total 2019 emissions of 191 Mt from oil and gas production, significantly less than half of the 42% of reductions from 2019 levels that was called for in the ERP [6].
This table shows 2019 emissions from O&G Production, the reduction to those emissions called for in the ERP, and what the proposed Framework would actually accomplish.

https://climatemessengers.ca/2024-oil-gas-emissions-cap-policy-toolkit-1-executive-summary/At the local level my community has paid billions trying to reduce our local emissions. We just received the first of 11 all electric buses.
We have an electric Light Rail Transit systems, net zero buildings and subdivisions, we are reclaiming energy from sewage to run the plant and powering over 4000 homes from our land waste. We are planning on geothermal power for the downtown core and invested in recycling, waste reduction and energy savings at the individual and business level through Sustainable Waterloo, Greening Sacred Spaces, TriTag and many other programs. We are committed to reducing 80% of our emissions (from 2010 levels) by 2050 at the Municipal and Regional levels. We have also declared a climate emergency at the City and Regional levels. I took this photo below in Kitchener Council. Cambridge declared a stronger stance calling their situation a Climate Crisis due to the flood risks.
As a home owner I installed two heat pumps to my home, purchased a hybrid Toyota Prius which I have had for 11 years and we recently installed a new steel roof after our roof suffered from storm damages and strong winds. The insurance to cover the damages covered for some of the costs. This roof helps deflect light allowing our house to keep cooler in the summer and it is better to keep heat in winter plus it is lightening proof. We had two homes catch fire near my house as a result of lightening. One on my street and one in the subdivision across from mine.
Here is a video of area residents demanding carbon reduction and divestment from fossil fuels. We started rallying for the cause on the streets 14 years ago and this is the video I shared with City Council 10 years after we began.

Since that time we have experienced increased smog alerts and suffered from bad air quality linked to fine particulate pollution from forest fires of 2023, quarry and construction and fossil fuels linked to our high population growth.
I am 55 years old and have asthma. My husband is 63 and he suffered heart failure and had a quintuple bypass. The air quality is worse where we live and we fear our efforts to reduce smog are being undone by the Ford Government and federal government who are failing to stop high polluting industries from polluting. This is putting all our lives at risks.
We have to say no to new oil and gas. We have to divest of the wars associated with it. If we stop our own use of fossil fuels we will help end the funds linked to cartels and mafia whose funds are interwoven with this sector. It will also divest us of the tax evading elites, the hedge and tech funds who are behind the funding of both oil and weapons in Canada. We have to stop the mob and start investing in the kind of world we want to live in. CPPIB has to divest of the mob. Divesting of weapons and fossil fuels will get us to a more peaceful and healthier world.
