Good Day,
A reminder of our update meeting on Friday, September 15th at 5:30pm on Zoom where we will follow-up the FordFest Rally, discuss the latest breaking news about the Greenbelt Scandal including a concerning new report on land developer campaign donations, the rapidly changing Regional Reviews, the need for additional investigations, and upcoming events where we can continue to hold the government accountable:

Hopefully you will be able to join us.
1) Additional FordFest Rally Media Coverage - Kudos again to the hundreds of people who helped to welcome Doug Ford to FordFest at Bingeman’s last Friday. We had an incredible rally and in addition to amazing lead news coverage on every major network in Ontario, the media coverage has continued this week in national publications with additional articles about our rally and other protests happening across Ontario:
The Globe and Mail - Doug Ford Offers $500,000 But Offers Few Details:

3) Today’s Hamilton Sept 14th Rally Details - Following last week’s Hamilton public meeting that overflowed the 500 seat Ancaster Theatre and left hundreds of people outside on the street, the City of Hamilton has moved tonight’s meeting to a new, larger venue - the Ancaster Fairgrounds with a 1,500 seat venue. Once again a strong showing from the community is needed to send a strong message to the provincial government about the hundreds of acres of proposed Greenbelt removals and thousands of acres of unnecessary proposed farmland destruction.
Lets try to do everything that we can to support citizens and local communities in Hamilton - please write, call and attend these meetings. Please reach out to Kevin Thomason (kevinthomason at mac.com <mailto:kevinthomason at mac.com>) if you need a ride or would like to carpool to Ancaster for Thursday evening from Kitchener/Waterloo/Cambridge/Guelph. Please also look for the Greenbelt Promise booth at the meeting for lawn signs and the latest information.
Special Meeting of City of Hamilton Planning Committee - To delegate to the Planning Committee contact clerk at hamilton.ca <mailto:clerk at hamilton.ca>. Stop Sprawl Hamilton will be holding a large rally before tonight's meeting at 6:00pm in front of the venue. Follow them on Facebook or Instagram for details.
When: Thursday, September 14th, 2023 Rally at 6:00pm, Meeting at 6:30pm
Where: Ancaster Fairgrounds, 630 Trinity Road South, Jerseyville (just west of Ancaster)

4) Newest Scandal #1 - Greenbelt Foundation Appointed Directors: The Globe and Mail is reporting about how the Ford government has changed the directors overseeing the Greenbelt Foundation to be Conservative insiders with extremely close connections to major developers leading to clear conflict of interest situations that may not have always been handled appropriately:

5) Newest Scandal #2 - Outrageous Campaign Contributions - The Trillium has undertaken an extensive analysis of campaign contributions and discovered that a very small, select group of developers has contributed tens of thousands of dollars in campaign contributions to specific GTA municipal politicians bringing into question the objectivity and impartiality of Mayors and Councillors so indebted to mega-donors:

6) Other Recent Provincial and National Media Coverage on the Greenbelt Scandal - There is an overwhelming amount of media coverage on the Greenbelt Scandal, Regional Review changes, record low polling numbers for Doug Ford, and the Housing Crisis this week as the new MMAH Minister and provincial government scramble for solutions while continuing to pander to select developers rather than act for the greater public good and what’s so clearly needed:

7) Editorials - Excellent editorials written by leading newspaper editors and editorial boards continue to speak up for all Ontarians and call out what the government is attempting to get away with:
The Star Editorial Board - Doug Ford’s Fatally Flawed Greenbelt Plan Must Be Stopped In Its Tracks:
https://www.thestar.com/opinion/editorials/doug-ford-s-fatally-flawed-greenbelt-plan-must-be-stopped-in-its-tracks/article_082d5e89-0a63-5cd0-b63c-e2226b41ba01.html

The Globe And Mail - The (Possibly Fatal) Flaw In Doug Ford’s Greenbelt Plan:
https://www.theglobeandmail.com/opinion/editorials/article-the-possibly-fatal-flaw-in-doug-fords-greenbelt-plan/
Pay attention to this one from the Conservative Heartland and riding of Conservative MPP Ted Arnott, Speaker of the House:
The Wellington Advertiser - Two Down, One To Go:
https://www.wellingtonadvertiser.com/two-down-one-to-go/
The Star Editorial Board - Doug Ford’s Greenbelt Fixation More than Defies Explanation. It Demands Further Investigation:

So many excellent points are raised in each editorial - particularly the calls for additional inquiries and investigations. We need to figure out how best to ensure the Ford government’s incompetence and corruption is called out and the needed solutions are implemented. Please think about what we can each be doing in the weeks ahead and share any ideas.
8) Farmers Are Fed Up and Have Had Enough Too - Kudos to the National Farmer’s Union for speaking up with this excellent article “Let Them Eat Concrete”:
Max Hansgen - National Farmers Union - “Let Them Eat Concrete”: Ontario’s Farmers Are Fed Up With The Greenbelt Giveaways:
https://www.thestar.com/opinion/contributors/let-them-eat-concrete-ontario-s-farmers-are-fed-up-with-the-greenbelt-giveaways/article_488bbf79-5f21-5924-a01f-570f857a5c04.html
“This government is incapable of building 1.5 million homes while respecting our natural heritage and finite farmland”.
Ontario is already losing more than 319 acres of farmland per day and the amount of farmland lost every day continues to rise dramatically under the Ford government - the complete opposition direction we need to be going in climate and food crisis.
9) Help Speak Out At The International Plowing Match - Greenbelt Promise is hosting a booth at the International Plowing Match (IPM) this coming week Tuesday, Sept 19th to Saturday, Sept 23rd and is looking for volunteers to help man the booth focussed on the Greenbelt, land stewardship and better governmental actions. Please reach out to Mike Marcolongo (lizandmichele at yahoo.ca) if you may be able to assist. This incredibly large and interesting event is being held in the Grand River Watershed this year just outside Grand Valley between Orangeville and Arthur.
International Plowing Match - September 19th to 23th - Bowling Green, Ontario
https://www.plowingmatch.org/ipm2023/
10) Offer ERO Feedback on The Proposal To Return Lands To The Greenbelt - The provincial government has opened a file on the Environmental Registry of Ontario (ERO) regarding their proposal to return one of the smallest 15 parcels removed from the Greenbelt (ironically the parcel that comes closest to actually meeting development and servicing criteria…) due to the developer attempting to sell it to foreign investors rather than building homes. Speak up to help ensure these lands remain protected in the Greenbelt and there is a strong message sent to the government:
ERO 019-7562 - Proposal To Return Lands To the Greenbelt - Sept 5th to Oct 20th, 2023
https://ero.ontario.ca/notice/019-7562
11) Take Action! - The amazing team at Environmental Defence has issued a strong statement about the Premier refusing to back down, implement the Auditor General’s most important recommendation, and return the removed land parcels to the Greenbelt:
Environmental Defence Statement - Doug Ford Failing to Back Down on Greenbelt Lands:
https://environmentaldefence.ca/2023/09/05/statement-on-premier-ford-failing-to-back-down/
They have also created an amazing Call Your MPP Tool that helps you to automatically call Conservative MPPs (particularly if you live in a Conservative riding) and provides helpful talking points to urge them to return all land to the Greenbelt. The goals is to get thousands of calls over the coming days. Please take a few minutes to use try out this tool and speak directly with your MPP (or at least their answering machine) as calls can be very impactful:
Environmental Defence Calling Wave - Tell Your MPP To Return All Land To The Greenbelt:
https://environmentaldefence.ca/newmode/greenbelt-calling-wave/
12) Protecting the Grand River from Microplastics and Environmental Stewardship in the Haldimand Tract - Environmental Defence has also worked with First Nations to organize an in-person and virtual event in the City of Waterloo this coming Monday, September 18th from 5pm to 8pm including a workshop and light dinner or join online:

https://act.environmentaldefence.ca/page/134226/event/1?ea.tracking.id=partner
Register online and hopefully we will see you there!
13) Climate Reports from Ontario Government - Thanks to those who spoke up after a request in these e-mail updates a few weeks ago to get these provincial climate change reports released and then the efforts of the amazing Brendon Samuels in London to raise awareness once they were quietly released! Here’s CBC’s breaking story:
CBC - A Grim Report About Climate Change In Ontario Was Kept Quiet For 8 Months:
https://www.cbc.ca/news/canada/toronto/ontario-climate-change-impact-assessment-1.6964662
14) Anti-Greenbelt Article by Terence Corcoran - To better understand the forces we are up against below is the link to an anti-Greenbelt article by a leading journalist in the Financial Post calling for the abolition of not only the Ontario Greenbelt but other Greenbelts in the United Kingdom and around the world:
Financial Post - De-zone Ontario’s GreenTrap and Free Up Toronto:
https://financialpost.com/opinion/dezone-ontario-greenbelt-greentrap-free-toronto
There’s lots for us to learn from here including many not so subtle hints at future efforts to undo zoning, remove land protections, and promote unregulated development anywhere and everywhere. We need to take these threats seriously, anticipate more attacks and articles like this, and ensure the resilient solutions we need for future survival and quality of life.
15) Housing Solutions - On a more positive note below is the link to a fantastic article running across Ontario highlight innovative local solutions in Waterloo Region to build 10,000 affordable homes in the coming years. It’s and excellent article that will hopefully inspire other communities:
Philip Mills - A Solution For Today’s Housing Crisis Lies In Canada’s Wartime Past”:
https://www.durhamregion.com/opinion/a-solution-for-today-s-housing-crisis-lies-in-canada-s-wartime-past/article_c0d635d6-6d9c-581f-98e2-b243fba86dfb.html
16) Ontario Headwater’s Reminder - Ontario Headwaters Institute has issued an excellent release calling out the provincial government for the lack of action on the “Made-in-Ontario Environment Plan”:
Ontario Headwaters Institue - Ford Government has bad and selective memory
Just a few weeks ago, we shared with the public and reminded the government that its “Made-in-Ontario Environment Plan” was still a draft, languishing for what is now 4 years and 9 months on the Environmental Registry of Ontario without a decision notice. 1,155 signatories to our petition agreed that the government should finalize the plan. Now, in its myopic desire to kill the Greenbelt, the government has “discovered” the need for a 10-year review of said Greenbelt.
Funny. It has never done a thorough review of the Provincial Policy Statement, as required, even though it has amended it 3 times. Funny, it launched the 10-year review of the Lake Simcoe Protection Act more than a year late, and has still not even responded to submissions more than 3 years later. On the Greenbelt, it seems to have completely forgotten its 2020/2021 consultation on Growing the Size of the Greenbelt, ERO 019-3136.
For our part, more than 120 organizations and individuals supported our 25-page submission on that, urging the government to embrace a once-in-a-generation opportunity to safeguard our regional resilience by substantially extending the Greenbelt into the broader area of the Greater Golden Horseshoe. Specific recommendations, found in OHI Submission ERO 019 – 3136 April 19, <https://ontarioheadwaters.ca/wp-content/uploads/2023/09/OHI-Submission-ERO-019-3136-April-19.pdf> included expansion into The Paris-Galt Moraine, the Natural Heritage and Agricultural Systems across the Greater Golden Horseshoe, land and waters in the Bluebelt proposal, and, other key headwater areas. Not a word has been heard since 2021.
The new Minister of Municipal Affairs and Housing might want to obtain a briefing and meet with stakeholders before suggesting he wants to make more Greenbelt carveouts.
17) Other Provincial Issues - Ontario Place - There was an excellent editorial in the Globe and Mail calling out the Ford government on the awful Ontario Place plans:
Globe & Mail - It’s Time For Politicians And Planners To Say No To The Ontario Place Redevelopment Plans:
https://www.theglobeandmail.com/arts/art-and-architecture/article-its-time-for-politicians-and-planners-to-say-no-to-the-ontario-place/
18) Reminder - Meeting This Friday - Join us online this Friday, September 15th at 5:30pm:

Doug Ford’s Tories are sinking deeper into their Greenbelt quagmire and sliding fast in the polls. But the premier has a bold new plan to dig himself out:
Bulldoze even more protected lands.
Enrich even more developers.
Just when you thought it couldn’t get more scandalous, Ford is reaching rock bottom on the Greenbelt.
Bad enough that his government rezoned 14 properties to benefit 14 lucky landowners to the tune of roughly $8 billion. Never mind that two watchdogs cried foul, two police forces started asking questions, and a public furor erupted over the giveaway.
Rather than returning those lands to the Greenbelt, as urged by the auditor general, Ford has a better idea:
Now, the premier is declaring open season on the entire Greenbelt — leaving any and all of its remaining 800,000 protected hectares up for grabs by developers with the best pitches.
When in doubt, double down.

Welcome to the land rush of 2023. Barely two decades after the Greenbelt was born, all bets are off — and all bids are welcome.
No matter the public interest in all those environmentally and agriculturally sensitive areas ringing the region. Going forward, as many as 800 other owners who also want to profit from Ford’s reckless Greenbelt bonanza can ask for their own lands to be liberated, following in the footsteps of those early birds who hit the jackpot on the first round — by whispering in the ears of well-placed Tories.
This is a repudiation of the auditor’s core recommendation to clean up the mess. And a renunciation of the Greenbelt’s foundational goal to prevent sprawl and protect an ecosystem.
When this scandal first took root, Ford’s purported objective was to build housing. Now we know the premier’s underlying purpose is to demolish the Greenbelt itself, by demonizing its raison d’être.
“Folks, there’s nowhere in the entire world — outside of, I dunno, Communist China and North Korea — that a government comes in, with no consultation, and takes two million acres of privately held property off people,” Ford declared this week in a rambling oration. “We’re going to review it.”
Notwithstanding the premier’s world travels, I’ve been to North Korea and never seen Pyongyang’s environment protected. Nor have I ever set eyes on a Greenbelt in Red China.
Yet in Ford’s rigidly ideological view, this protected area is somehow stolen property — theft. It must be fully restored to its rightful owners, who have every right to repurpose their land into riches — even if it uproots the environment asunder.
The premier imagines himself a Tory Robin Hood in reverse — taking from the people to give back to the rich. Except that his fairy tale is false.
In fact, the previous Liberal government that founded the Greenbelt did not “take” any land — it remains entirely in private hands. After broad public consultations, it codified pre-existing restrictions — signalling that sensitive lands would not be rezoned on a whim into subdivisions and shopping malls by a future premier.
Unless that premier contrived to change the rules of the game.
In 2018, Ford first targeted those protected lands when running for the Progressive Conservative leadership, but quickly changed tack when his private comments were leaked in a video: “The people have spoken, I’m going to listen to them. They don’t want me to touch the Greenbelt, we won’t touch the Greenbelt. Simple as that.”
Having reversed himself to get elected and then re-elected, he has reverted to his original opposition to the Greenbelt. Having been condemned by the auditor and the integrity commissioner for a corrupted process that “favoured certain developers” — while other landowners were kept in the dark — he has decided to defy them both.
It’s as if Ford got caught on camera with his hand in the cookie jar and, rather than restore what he removed, turned the jar upside down to shake everything out so that friends can gorge on the chocolate chips. Cookies for every developer seems like an awfully sweet deal.
The auditor’s core recommendation was to put back what he took out of the Greenbelt jar. Ford’s response is to pretend he never heard it.
“Well, there was 14 recommendations and I said we’re going to follow those 14 recommendations,” he claimed this week.
Except that there were 15 recommendations, not 14. The one that Ford forgot is the one that told him to forgo the giveaway, restoring the integrity of the Greenbelt by retaining all its lands.
After that untruthfulness, Ford boasted about his trustworthiness.
“Let me tell you about trust — and why the people can trust this government.”
In truth, the premise of this giveaway was always a pretence, because every expert review had previously concluded that there is enough land to build housing in the region without raiding the Greenbelt. Ignoring this advice, restated by the auditor, the government is sticking by its seat-of-the-pants strategy.
Steve Clark resigned this week as housing minister when his position became untenable <https://www.thestar.com/politics/political-opinion/steve-clark-s-departure-too-little-too-late/article_2e739a92-857d-58bc-8c32-c7b4166fc0e5.html>, and Ryan Amato quit as Clark’s chief of staff last month when his position became unsupportable. Yet the new minister, Paul Calandra, heaped praise on his predecessor and promised to perpetuate his legacy, noting that it all had cabinet approval.
Calandra claims he will hold developers to tight timelines, restoring their lands to the Greenbelt if they don’t have “shovels in the ground” by next year. But can anyone count on Ford’s government to follow through on compliance, years from now, after landowners get the final go-ahead?
Trust us, the Tories say. But this bizarre scandal goes well beyond questions of political integrity or fidelity to the truth.
It is an unprecedented mix of mendacity and malfeasance, impropriety and incompetence. Given all of the above, the government’s incoherence leaves Ontarians incredulous — and unlikely to ever again trust a premier who claims to have his ear to the ground on the Greenbelt.

It was welcome news on Monday when “housing minister” Steve Clark resigned.
Blame it on lazy journalists and headline writers or political propagandists, Clark was often referred to as housing minister, leaving out the most important aspect of his portfolio, that of municipal affairs. These are, however, different times and the lack of awareness within the ruling class of the basics continues to boggle our mind.
Along with shuffling his cabinet, Premier Doug Ford found time for a pile-on over the Bank of Canada. B.C. Premier David Eby had issued a similar letter to Bank of Canada Governor Tiff Macklem last week, pleading for a stop to interest rate hikes. The independence of the Bank of Canada and separation from political interference is a pretty standard concept most politicians respect. Playing to the crowd and pitching for the folks might impress the uninformed, but it is amateur hour.
Without the cover of the pandemic, Ford is again on full display. Much like his first few months in office it has become a case of bungling one file after another. A few buzz words for the folks may keep people showing up at “Fordfest,” but for those of us able to discern reality from the carnival, there is no comprehensive plan.
From Ford’s X platform (formerly Twitter): “As Ontario grows, our government is on a mission to build at least 1.5 million homes. After decades of inaction, we’re seeing real results: 2022 and 2021 had the most housing starts in 30 years. Our work won’t stop.” Who comes up with this tripe?
The reality is housing starts have already slowed down in 2023, following two years of unprecedented activity brought on by an ultra-low interest rate and pandemic purchasing patterns. Today, we have a mess and by many reports, Canada is sitting on a housing bubble. Despite the worry and concern that faces many families who recently purchased homes, the market needs to naturally correct itself and stabilize into a new normal.
While it may be wishful thinking, the new minister needs to revisit the damage done in recent months.
Municipalities need to be consulted, respected and heard when it comes to finding the smartest ways to develop lands to maximum effect. Rather than meeting with developers to generate windfalls, how about developing policies that would encourage private and non-profit builders to make the investments needed. But, to be fair, a methodical approach takes time. The haste with which this government makes decisions compounds the very problems it claims to be solving.
For example, in a news conference held Tuesday in the wake of Clark’s weekend resignation, the premier laid out a path forward that further complicates the picture. He announced a complete review of the Greenbelt system, including the properties at the centre of the controversy, while at the same time stating those developments would be expected to go forward under threat of a return to Greenbelt status if rapid progress is not apparent. Which is it? Are they under review or under development?
While the departure of a staff person and the minister himself may allow Premier Ford time to regroup, he has lost the trust of the people. Under the circumstances, Ford himself needs to go.
