2) Auditor General Launches Investigation of Ministerial Zoning Order’s (MZO’s) - The Auditor General has also announced this past week an investigation into the provincial government use of Ministerial Zoning Orders (MZOs). Doug Ford’s government has issued more than 100 MZO’s - dozens more than the past 30 years of provincial governments combined, often in very controversial and questionable circumstances with little public consultation. It’s fantastic to see this investigation as there are serious concerns that Doug Ford will continue the unabated use of MZO’s to force through developments that may not be in the best interests of our communities:

With tens of thousands of acres of prime farmland and greenspace at stake we all need to be speaking up and doing everything that we can to see these unnecessary and unwanted forced boundary expansions reversed - particularly in places such as Waterloo Region and Hamilton where plans for complete, walkable communities and core revitalization are threatened by diverting scarce resources and infrastructure funding to servicing these unnecessary and unsustainable distant urban sprawl developments instead.

5) Greenbelt Legal Costs, Damages, and Issues - It’s concerning to hear more lawyers stating that the provincial government could be on the hook for significant amounts of money in court awarded damages to developers. The Ford government incompetence has already costs taxpayers like us hundreds of millions of dollars for cancelled green energy contracts and so many lost court cases often fighting absurd issues and the Federal government. The increasing scandal and investigations may even further the legal case against the province for these developers. We need a government working for the sustainable, affordable future we need - not wasting billions of dollars on incompetence and schemes designed to reward only a few well-connected developers:

6) Land Speculation Concerns - One of the biggest casualties of Doug Ford opening up the Greenbelt has been the shattering of the concept of permanent protection and the triggering of a new massive wave of land speculation across the province, creating a real estate pressures in areas with even little chance or potential for development and making land even less affordable for farmers and everyone. The Record newspaper had great coverage this week of this land speculation and its impacts on protected farmland in Waterloo Region with fantastic front page coverage:

7) Another Staffer Involved In Greenbelt Scandal Exits Government - The Trillium is reporting that the Deputy Chief of Staff at the Housing and Municipal Affairs Ministry, Kristen Jensen has suddenly exited the government this week. Kirstin Jensen notably was head of Government Relations for the West End Homebuilders in Hamilton before becoming Deputy Chief of Staff for former Housing Minister Steve Clark:

8) Letter To MMAH Minister Callandra - Kudos to Hal Jaeger for leading the efforts to ensure a citizen and community response to the Minister’s request for feedback from Municipalities on the Housing Task Force’s list of 74 Recommendations. You may recall a couple of weeks ago, the new Minister issued a very terse ultimatum to Mayors, Reeves, and Wardens across Ontario demanding they personally respond to a questionnaire ranking and stating if they are supportive of each of the 74 Recommendations. Municipalities that don’t respond by October 16th will be excluded for funding under the new $1.2 billion housing accelerator program recently announced.
Many municipalities have expressed concerns about this draconian approach and the Association of Municipalities of Ontario is apparently raising concerns about the ultimatum as well.
The letter to the Minister from citizens and community groups attached below is drafted from a Waterloo Region perspective but we encourage you to utilize it and customize it for your own response or let Hal know at hzjaeger at gmail.com if you and/or your organization would like to sign on to this version of the letter. The more copies of the letter and the greater the response we can get to the Minister the better as these are critical housing and infrastructure issues our province must get right and do better on to succeed in the future.

9) Greenbelt Legislation Expected Monday - The provincial government is expected to table the bill to restore the Greenbelt this coming Monday (Oct 16th). Watch for this legislation and please help us go through it with a fine tooth comb to ensure there are no loopholes or hidden surprises in the restoration of these 15 parcels of land back into the Greenbelt.
10) Concerning Waste, Stormwater Management and Water-Taking Exemptions - The Canadian Environmental Law Association (CELA) is raising alarm about proposed changes by the Ontario Ministry of Environment, Conservation and Parks to exempt waste management systems, stormwater management and water-taking from current licensing requirements. They are strongly urging the Ministry not to proceed with these proposals. CELA is hosting a free webinar this Tuesday, Oct 17th at 1pm to learn more. 11) What’s Next For Us? - Issues that we need to ensure Doug Ford’s provincial government reverses course on include:
1) Reversing the forced sale of Conservation Authority Lands and restoring the powers/duties of our Conservation Authorities,
2) Ensuring that Regional Planning Authority is fully returned to Waterloo, Durham, Niagara, Halton, York, Peel, and Simcoe County,
3) Cancelling the reclassification and downgrading of Provincially Significant Wetlands and the removal of wetland offsetting policies,
4) Repeal of the unfettered ability to expand Settlement Area Boundaries anytime, for any reason,
5) Ensuring the cancellation and removal of severances for farmland and rural lands with a strong “No Rural Severances” policy,
6) Rolling back of forced urban boundary expansions in Hamilton, Waterloo, Halton, Ottawa, and elsewhere against local municipality decisions/official plans - particularly where sufficient new housing was already being accommodated within existing plans.
7) Calling for continued investigations by the RCMP, Auditor General and Integrity Commissioner - not only into this Greenbelt Scandal but also the very similar decisions by the Ministry of Municipal Affairs and Housing that had no public input or consultation on forced urban boundary expansions, MZO’s, Growth Plan elimination, Regional Planning changes, and the wetland evaluation system changes.
8) Continuing to fight on other key issues such as Highway #413, the Bradford Bypass, Ontario Place, Healthcare, Education, etc.
