The threats posed by pipelines are as much fiscal as they are environmental. Our Region and Cities need to stop their dependency on the revenues associated with the pipeline royalties and Alberta's revenues...or lack thereof. 
The liability risks are significant and we need honest dialogue on the issues of both economics and environment in good faith.
This is the supporting documents for all the info I provided to council yesterday in addition to my video presentation.

 Hi everyone
I wanted to relay to you the background of the statements I made at yesterday's council meeting in the City of Waterloo regarding Climate change and Asset Risks.
In the attachments is a document provided to me by a fella with Asset Risk Management in London who I met years back. He provided me with the document you see in the attachments which I provided in turn, to the Ontario Security Exchange for review. The document was then passed on to the Superintendent of Financial Institutions and it relates to the Paris Accord and the mountain of evidence showing climate risks were very well understood globally.  I did relay this to the Alberta Energy Regulator back in 2016 but they refused to investigate this. The result of the document was that the Superintendent of Financial Institution recommended that companies give financial risk disclosure however it wasn't a mandatory condition in Canada.
I also mentioned during yesterday's presentation on Nov. 19 that parent companies are not contractually obligated to life up to the terms made by their subsidiary companies. Line 5 is part of the Mainline pipeline system which includes all Enbridge pipelines heading eastbound including Line 9. I was concerned because I witnessed Enbridge Pipeline Inc. selling off these Mainline Pipeline assets to Enbridge Income Fund Holding Inc. which was a US based company at the time. There was no NEB review on the sale of the pipe or the transfer of a Canadian tax free MLP to a US based company. Even though Enbridge Pipeline Inc. no longer owned the Eastern Mainline pipelines, I was a delegated of NEB Line 10 hearings in Hamilton and I witnessed how the NEB hearing took place on the premise that Enbridge Pipeline Inc. still owned the physical pipeline and later on, I provided written comment in a review regarding the sale of this same pipeline from Enbridge Pipeline Inc. to a US owned shell company called Westover Express. There was no mention of the fact Enbridge Income Fund owned this asset during the NEB hearing. 
Years back I secured the only Certificate of Public Need bound to Enbridge Line 9. This was provided to me by NEB chair Peter Watson.  As you can see Enbridge's name isn't even on it. Does Enbridge have any "contractual obligations" for what happens to the pipelines? How can they be allowed to even touch the pipe without these permits in hand? 
It was Imperial Oil who created Enbridge and the main ownership of Imperil Oil by way of share ownership, is ExxonMobile. 
Canada has 20% risk exposure to Tar Sands. This was noted in the report produced by CIGI fellow and former CIBC Chief Economist Jeff Rubin back in 2016.  https://www.cigionline.org/publications/case-divesting-fossil-fuels-canada
Currently Alberta's Energy Regulator (AER) is subject to multiple reports flagging a toxic corporate culture and mismanagement of funds. Here is a list of the latest reports on this issue.
Alberta's Public Integrity Commissioner stated in the findings of their investigation on Jim Ellis that the primary motivation behind ICORE not-for-profit was to provide future employment for Mr. Ellis and others. The Alberta Ethics Commissioner did a review on Jim Ellis who worked with AER. The first page speaks on how the report wasn't even made public because the Ethics Commissioner has "no jurisdictional power" to do that. Here is the report by the Office of the Auditor General after receiving a complaint alleging a number of serious concerns with activities related to the International Centre of Regulatory Excellence (ICORE) at the Alberta Energy Regulator (AER). This next document represents the findings of an Independent review board called the Blue Ribbon Panel otherwise known as the MacKinnon Panel on Alberta's Finances. Highlights include the following: 
Pg. 57 notes Alberta's current procurement processes are complex, lack transparency and include bias and unfairness in awarding contracts. Pg. 70 notes how Alberta went from 31.7 Billion in Net Financial Assets to a debt of 27.5 Billion at the end of the 2018-2019 fiscal year. How in 10 years time the Alberta Financial Assets position declined by 59.2 Billion.

It's quite a mess out that way. This is why we at the local municipal levels have to be aware of what is happening in Alberta and leverage our risks away from this boondoggle.
