[All] Map of Hidden Valley master Land Use Plan

Hi folks
Here is the map of Hidden Valley Master Land Use Plan. It is a conceptual layout of current zoning ideas. Funding for engineering and servicing studies isn't even available until 2028 so this entire concept would be years away and ideas are still pending EAs etc. 
Upper left corner is where the River Road extension could begin in theory. Commercial and mixed use and medium rise residential was drawn in that area. Along the Hidden Valley circle it is low rise Estate homes and large lots for homes and where it meets Wabinaki they drew Business Park Employment and Commercial properties. 
These ideas could also be replaced for Natural Heritage Conservation, Open Spaces or parks.
The Transportation fella said access to and from the homes here are very limited. Might need to connect to outside areas in other ways suggesting the LRT as an option.
Engineering expert said there is no money in the budget for servicing studies til 2028.
Environmental department spoke of endangered species and a special bird ridge that exists at the South end of Hidden Valley and she spoke of the large vernal pomd which isn't on this map. She said area 2 is an area that needs more study. They don't know the traits of that location. because it is "tricky".
Woods is handling the water issues and storm management. I spoke with him afterwards he said they are simply using topography to plan with. No bore hole data, sediment studies or "underground stuff". They are not even using modflow models. 
After the presentation there was no Q and A so I stood up and told the crowd the laws defining Jefferson Habitats are changing. They are replacing the laws because the old ones didn't work. There are only 10% of the population left in existence. I encouraged folks to have a say on the Environmental Bill of Rights registry. 
I left written comments and went home. 
By the way, the criteria for habitat is going to change. Here is a write up on the proposed changes in the attachments along with the map provided
