Hi folks
Here is a small bit of the info I provided to various regulators highlighting fiscal risks associated with Enbridge. I have evidence of violations to Endangered Species Act, evidence to prove there was no EA done for the new Line 10 installation and documents from the RCMP and the OPP showing the problem stemmed from the PMO. I'll send that next for your reference.
Either way, folks need to be aware of this because HUGE things are happening now that are going to have enormous impacts to the economic drivers that supported all the Harper approved pipeline projects. I'll fill you in on that as well in the next email.
Part 1 for you right here.

Sightline Institute flagged Enbridge's fiscal issues including the fact they wouldn't be viable were it not for rotating credit. They have very little cash to work with. Attachment 1.
I provide a map of the system to show how things interconnect with these pipes.
The Minnesota Chamber of Commerce flagged the lack of insurance issue that exists on all of Enbridge's Eastern Mainline pipelines. Enbridge oil spill insurance inadequate, Minnesota regulators say

I provide mapping by Enbridge to show how the uninsured pipes feed into the Ontario lines. What happens downstream with the flow impacts the upstream in terms of projected prices, costs and expected yields, securities risks etc. It's all interconnected. If we take time off to do all the proposed integrity digs of Enbridge for their Ontario lines you can see how it impacts all the price projections for flow rates feeding in, including volumes passing through refineries etc.

If you view the fiscal history of projected vs.actual prices for oil you will see a huge gap. The tariff projections were set when values were high around 2012.
Technically Enbridge could sue municipalities for setting tariff rates too high. Enbridge prevails in Minnesota property tax challenge

Enbridge's long term customers are not happy because Enbridge has been selling short term shippers less money to transport product than their long term shippers.
Tariffs flow to Enbridge regardless of oil moving or not. Upon approval the bank loans and contracts open up for all the related contractors as well and I believe there is construction, bid rigging and collusion involved where the funding is sent offshore to tax havens to make money during the delay of projects. I tracked the funds and saw Enbridge Executives from Enbridge Income Fund involved in a scandal in Columbia with 4 billion missing and 16 million in hooker fees for the Executives. I made a website of it here: https://piperisks.wordpress.com/concerns-from-canada-to-colombia/
The offshore schemes are linked to KPMG. I created a website about this too and about the concerns for pipeline ownership via the CPCN certificates. https://line9fiscalconcerns.wordpress.com/
I did file complaints with the RCMP but to no avail. other than letters of apology for the poor conduct of officers towards me. The merits of the concerns themselves were deemed out of scope. The root issue is all roads go to the PMO. The PMO made their decision prior to the knowledge of most of these issues and a completed EA on the new route for the Line 10 pipeline replacement.
So that's the concern. I believe we can't afford to plan in the dark. Enbridge could sue municipalities with the tariff issues. The need is there to be proactive to protect our communities.
Further info on concerns of fraud of Enbridge can be viewed on the NEB website regarding the sale of Enbridge Line 10 to Westover Express through my letters of comment and responses of Enbridge and Westover Express. The root issues: Enbridge and United Oil Refining in the US created a shell company with no assets or liabilities specifically to purchase Line 10. They planned to move all the conditions of a Canadian MLP to this shell firm wholly owned by United OIl Refining in the US. The beneficiaries have changed yet Enbridge and Westover are doing this while trying to bypass a public hearing process. The function of the process I am involved with is the prehearing as to whether or not an actual hearing should take place. The documents I have submitted secured a fiscal audit and the response from Westover Express proved perjury on the part of Solicitor Loyola Keough who is the solicitor for Westover Express. He said all their fiscal records were secret and I proved otherwise. The lion's share of the parent company's documents are fully public. You can view the hearing submissions online here:

I am concerned with the roll of Ontario and the signing officers and the information that may or may not have had when signing off to all this. I am concerned with the lack of EA, the lack of information upon which all these approvals were given. I don't think it is reasonable that tax payers should be put at risk because we didn't take the time to view the merits of the case prior to decisions.
We need proper scrutiny on these issues. It is in the public interest to do so.
Thank you.
