way to go Lulu-you've done an incredible amount of in-depth work on all of this and I think it is, at a minimum, raising awareness about all kinds of issues around pipelines-I heard someone on a TV news show the other day talking about the importance of having more shut-off valves, especially near rivers, and hopefully your comments will have impacts regarding many more important issues. I think you are raising the bar that people have rights and need to speak up about pipelines whether they pass through their properties or not. We all appreciate the work you do very much.

  Dear Hon. Prime Minster, Mr. Bellegard and Hon. Premiers and Ministers


  I have been permitted to submit comment to an upcomming NEB hearing regarding Enbridge Line 10 Segment Replacement Project.


  I will be submitting my sworn affidavit. I have a draft copy in the attachments. 


  The issues I've discovered are very alarming. There is significant seismic risks, non compliance with the Species At Risk Act and most disturbingly, concerns for Fraud. 


  The NEB and the Applicant have been using discretionary powers to reference "brands" rather than registered corporate names in a manner where they are not disclosing pipeline ownership. This is evident in reports, on websites and even in the signs that currently exist over top the pipe. I saw the same issues at the valves off Hwy 8 in Copetown. They are not being honest with the public on corporate ownership names. When a legal corporate entity is hiding behind a generic brand name like Enbridge it is fraud because they are not disclosing their proper registered corporate name.


  If I go to register my car, giving my first name alone is not sufficient proof of ID. But that's the kind of culture we have at the NEB. Apparently using the word Enbridge in their view is enough. I read the executive summery of the Line 10 application and under the category applicant they have completely avoided using a registered corporate name in their answer. This is FRAUD. They are not being clear of ownership. The NEB are not disclosing to me who currently owns that pipe with a registered legal name in spite of my attempts to get a straight answer.


  The truth is, Enbridge Pipeline Inc. sold Line 10 and Line 9 and other pipelines to Enbridge Income Fund Holdings Inc. which is a US based company. They did this without seeking approval for the transfer of assets that is mandated via section 74 of the NEB Act and it violates section 21 of the NEB Act as well.  Enbridge Income Fund Holdings Inc. is claiming ownership on their corporate website right now yet Enbridge Pipeline Inc. is the firm associated with this pipeline replacment project. The NEB only features that name on their webpage specific to this project. 


  Please look into this matter right away. My draft affidavit is in the attachments. I'd rather see this hearing cancelled or put on hold rather than to waste tax dollars holding a kangaroo court NEB hearing process. Now you know, there is no plausible deniability. Please review this situation. 


  I will be providing a DVD copy of my draft affidavit with all attachments to my MP Bardish Chagger and to my MPP Catherine Fife and it will contain all supporting attachments. I am delivering it tomorrow. 


  Mr. Bellegard, I would like to send you a copy of this information with it's attachments as well. If you could kindly send me an address I will gladly mail you a copy.
