Hello Ms. Lanteigne, Regarding the possible types of fuel in Line 9A, I suggest that you look at the NEB’s Letter Decision OH-005-2011 (https://docs.neb-one.gc.ca/ll-eng/llisapi.dll/834303/A2V3K2_-_Letter_Decision_OH-005-2011.pdf?func=doc.Fetch&nodeid=834303). In particular, the following paragraph:· The Board notes that Enbridge intends to transport light crude oils as defined in its submissions. Enbridge’s current NEB-approved tariff for Line 9 (as it currently operates in an east to west direction from Montreal, Québec to Nanticoke, Sarnia and the International Border near Chippewa, Ontario) does not allow it to transport heavy crude oil. Under the tariff, Enbridge can only ship and impose a toll for the transportation of light and medium petroleum products with defined densities and viscosities. In the future, if Enbridge wishes to transport heavy crude oil on Line 9, it will need to apply to the Board for this change under Part IV of the NEB Act. The Board accepts Enbridge’s statement that it would not transport any product that cannot be transported safely. The Board would, however, as part of its Part IV tariff assessment, review the quality specifications, including temperature, contained in the tariff at that time. Regarding the possible types of fuel in Line 9B, I suggest that you look at Chapter 4 of the NEB’s Reasons for Decision OH-002-2013 (https://docs.neb-one.gc.ca/ll-eng/llisapi.dll/2431830/Reasons_for_Decision_OH-002-2013_-_A3V1E4.pdf?func=doc.Fetch&nodeid=2431830). In particular, section 4.2.3.2:· Enbridge stated that Line 9 would operate in mixed service, shipping light, medium, and heavy crudes. Regarding your concerns about hydrostatic testing, the Board is currently considering Enbridge’s leave to open application. When examining whether Leave to Open should be granted, the Board examines in detail whether the pipeline is safe to operate and the Board’s decision on leave to open will be made public. Enbridge has filed an Application for an Order Pursuant to Section 47 of the National Energy Board Act for Leave to Open Facilities Approved Pursuant to NEB Order XO-E101-003-2014. This Leave to Open Application is for the Line 9B Reversal and Line 9 Capacity Expansion Project. So, it includes the Reversal portion of Line 9B, and the capacity expansion of the entire Line 9. Please note that the Line 9A segment (Line 9 Reversal Phase I Project (Hearing # OH-005-2011)) is operating in reversed direction since January 2014 I would like to know, what type of fuel is running in Line 9A and where is it from? Is this Canadian Tar Sands oil, Bakken, or other type? Will the fuel type of Line 9 A and Line 9 B differ when both lines are fully operational or is there anticipated to be a consistent fuel type running through the entire line?. My dad and other engineers I've spoken with raise concern with the changing of viscosity/fuel types because it augments the pressure points inside a line when you switch there are structural integrity risks involved, especially with a pipe this old. It is my sincere hope that the NEB will facilitate the Hydrostatic testing and many communities are concerned about the valve issues as well. In light of clearly overwhelming municipal concerns, will the NEB assure the public that Hydrostatic testing will take place? It would seem a good idea if only to secure public confidence in the project. There is no evidence existing to prove that such practices are harmful to the structural integrity of pipelines. It is a common practice for Enbridge to do this so normally and they have brochures promoting this. I am at a loss to understand their reluctance. I look foward to your response.
