[All] Line 9 Switch may be non-compliant!

Hi folks
I have been very busy doing research on the manouverings of Enbridge but I secured proof that line 9 is changing hands while the court process is still being decided and during the ongoing hydrostatic tests. 
The interesting part: if Enbridge Pipeline Inc. is a "company" they are violating the NEB Act section 74 to switch ownership of line 9. 
If Enbridge isn't a "company" the entire NEB process should be scrapped.
