To recap:
When I submitted the Part II order for HIdden Valley, th eMOE minister's email didn't work since it referred me to a person who is no longer employed by the MOE.
I called the Ontario Legislature website and was given the name and email of a person who works in the wrong department.
Now the Part II order must be directed to Mr. Arp and the person who provided him the emails I previously submitted only relayed some not all of the documents I submitted.
Today I successfully submitted all the docs and I provided Mr. Arp with the following email:

Thanks so much for getting back to me on this. It is greatly appreciated. The concerns are many but this issue is a significant one.
I have been in touch with the Region of Waterloo who confirmed today that they actually have NOT submitted the final draft plan even though I attended the council meeting in March where council voted and approved of the final design by way of vote. They directed city staff to submit the final design but to date that has not been done. I was told the MOE did not receive the final draft from the Region yet so technically my Part II order submission is premature unless the Region has officially sent it to the MOE.
Either way, the contents as submitted is what I am willing to submit for when the Part II is actually sent to the MOE. The contents of my data reflects the unresolved issues that existed at the time of the council vote on the final design.
I cannot understand why there is a delay in the submission of the final design from Region to the MOE. I am concerned that additional information which council lacked knowledge off may be added in without their awareness. To have held a vote on the final design with the absence of such information would be in my view highly questionable. It's not a normal process to delay submission to the MOE. It implies there was a council decision made with a lack of data which defeats the intent and purpose of doing an EA process. The intent of an EA is to get the data upon which to form decisions, not to use select info to secure decisions, then add in further data to complete an EA criteria. In my view it seems discretionary powers are being at some level used to limit the scope of data viewed by our council and the public at the time of the vote and if that is the case, the decision made would appear to be undemocratic, unethical and legally questionable.
I contacted the Regional Staff member handling the issue and here is the response I received just today for your reference regarding the status of the project to date which I will relay in good faith to the Ministry for your reference.
