[All] Reminder: Westside Costco Vote - Monday, April 7th, 6:30pm

A reminder that the City of Waterloo Council vote regarding the proposed Waterloo Costco Warehouse Store is happening on Monday night.  Details are as follows:

Date: Monday, April 7th, 2014 at 6:30pm

Despite a rushed flurry of site modifications and additional traffic studies over the past few days, many questions are still unanswered and the final vote is still forecast for Monday night despite the lack of any public open houses or information sessions on this high-volume development that could impact so many people and neighbourhoods.

We are urging City Councillors to defer the vote to allow time for a better site to be found with far fewer negative impacts.  So far more than 20 potential sites have been identified that should be considered.  As well financial impacts, landfill impacts, fire/police/ambulance impacts, and the threat to the nearby environmentally sensitive landscape needs further studies and remedies.

Please attend this meeting if you can and/or contact area politicians with your concerns or ideas at council at waterloo.ca and regionalcouncillors at regionofwaterloo.ca

This Costco will be a game-changer for the Westside, drawing thousands of cars per day to this already congested and rapidly changing area.  Future road capacity expansion options are quite limited and most traffic studies are forecasting considerable congestion, overcapacity, and significant delays in less than ten years even widening most area roads to four lanes and the construction of additional new Westside roads.  Nearby environmental areas such as the Laurel Creek Headwaters ESL, several ESPA's, and sensitive groundwater recharge areas could be overwhelmed by traffic undoing decades of environmental and conservation efforts.

Unless we want to see daily travel times several fold greater than current travel times, our community needs to ask Council for a better plan for the Westside and to defer this Costco application and others until outstanding questions are addressed, proper public engagement occurs, an integrated traffic plan is developed, adequate environmental protections are put in place, and a Westside Community vision of what we would like to become as a community can be developed.

Other necessary infrastructure such as sidewalks, trails, bus routes, etc. isn't expected to reach the development until several years after opening.

> 3) Communications and Public Engagement - Neither the City of Waterloo, The Rice Commercial Group (the developer), or Costco are planning any public information sessions, open houses or consultation events about this proposed development prior to the final vote this coming Monday, April 7th.  Staff reports and most studies were just released to the public days ago and most citizens have learned about this plan in recent newspaper articles:

> 	- Severe congestion could restrict the ability for Fire, Police and Ambulance services to reach the Costco area, the communities beyond, or even return to the city from the EMS training center in case of an emergency.
> 	- Environmental and ground water recharge areas to the north could be overwhelmed by traffic seeking to avoid the predicted severe traffic congestion on Erb St, Ira Needles Blvd, Columbia Street, etc.  This could reverse years of efforts to protect these vital parts of our community.

> Few can fathom that a high volume store such as Costco could be built with only one two lane road for access on the onset and ultimately only two roads reaching the store by 2018. The resulting long-term congestion could so negatively impact so many Westside area roads and neighbourhoods.
