[All] Activa's Hill of Dirt

Hi everyone

I found an odd news story today.

A subdivision in Wellington has a huge hill of topsoil along the back yards of area residents to the point they can't use their back yards. Activa is being held responsible and being asked to move that dirt since it has been here since 2007. Take a look at the photo to see how outrageous this is.

The West Side Lands OMB process was initiated in 2007. I can't help wondering if the appeal was part of the reason why the dirt is still here. 


Speaking of Wellesley, I have three maps in the attached PDF.  The first map is of preliminary recharge areas in Waterloo Region. Look under the term Wellesley, note the yellow area located to the upper left  showing recharge in this area. Next map is the Region of Waterloo's  current official plan and that same area is OMITTED. It is marked as an area for aggregate extraction though. 


Procedurally speaking, does anyone know who authorized the removal of this known primary recharge area from the Region's Source Water map? I'm curious to know which agency has the jurisdictional power to augment such info because I would like to ask if they've consulted the Region's Hydrology Staff or the GRCA prior to removing this feature. I personally witnessed the vote by City of Waterloo council that changed the watershed delineation for the Ira Needles mega mall.  Later on I found out they did so without asking the Region's Hydrology staff or the GRCA if this was reasonable to do. 

It worries me to think that municipal planners or council members can simply can use discretionary powers to augment  source water protection maps. At the very least we must establish a reasonable criteria to include Regional Hydrology Staff and the GRCA into these discussions.
