Thanks Lulu and dw. Lakefield (near Peterborough) gets its water from  
dam-created Katchewanooka Lake. part of the Trent-Severn Waterway (http://en.wikipedia.org/wiki/Otonabee_River 
). In summer algae grows on the Lake. Their water treatment plant  
chlorinates the algae-water producing carcinogens, e.g. http://www.iwaponline.com/jwh/006/0281/0060281.pdf
