Hi Louisette,
The current legal boundary of the Grand River watershed was set by “Ontario Regulation 284/07 – Source Protection Areas and Regions.”
You can find a copy of the regulation on the provincial E-Laws website: http://www.e-laws.gov.on.ca 
As the regulation states, the boundary lines are shown on a map kept by the Ministry of the Environment. Version 1 of that map was dated May 15, 2007. (The map was updated in 2009 to reflect changes in other parts of Ontario, not in our watershed.)
That is the boundary that is shown in the attached document. It is also the boundary available through our online mapping tool.
I hope this clarifies the issue for you.

Dear Mr. Schlutz, Mr. Natolochny and Mr. Zwiers
 
I'm still trying to understand the delineation of the GRCA boundary in regards to the Highland Mega Quarry up north. Attached are some GRCA maps that I have saved from 2006, as well as an explanation on ground water.  Do these maps match the current GRCA boundaries in 2011?
 
I'm still trying to wrap my head around trying to figure out if the designated Melancthon Mega Quarry delineation is within our watershed or not. I've been encountering many conflicting maps.  GRCA Staff have stated to the media; “The site is not in the Grand River Watershed, it is east of a shared boundary,” Schultz said. “It is entirely contained within the Nottawasaga Watershed.”

I'm still trying to understand if that statement is factually correct and supported by hydrogeological evidence.
