The former prime minster does not believe that water is a finite resource.

Although he is confident that water as a resource isn't finite, someone must inform him that naturally CLEAN water is. It is vulnerable and it can be ruined by human activity.
For example aquifer once introduced to roadsalt, can change PH balance. It increases costs of farming because plants can't thrive with salt water and it increases rates of heart and stroke diseases, toxicity issues etc. For example, mix salt with flame retardants like PBDE you get DDTs. There are an enormous amount of economic variables being kept out of the loop. Fresh water is needed to dilute these issues. Reduce water volumes, increase treatment costs and issues aggravating all these other issues. 
I believe our political leaders are missing the ball here. Water security issues are not about the amount of water so much as it is the affordability of water management itself when natural infrastructure is ruined, Flow, flow rates, water volumes, water quality, PH balances of natural water systems can be ruined by human activity and we have yet to quantify the value of what the baseline natural capital functions are before we ruin these systems by way of aggregate extractions etc. This must change.
