Re Water conservation -

My recollection is that, back about 1986, there was a proposal to require
cisterns on all new homes - then they commissioned a study which concluded
that a cistern wouldn't save the homeowner enough money to recoup the extra
cost - with no mention made of necessity of conserving water!  The subject
was dropped.

Anybody remember this?

Imagine what a difference it would have made if cisterns had been built
since the late 80s!

Is it a subject worth broaching again?
