[All] Wilmot Line update: From Waterloo

Hi folks
Phil Hewittson was supposed to give a speech in Waterloo Council tonight but for some odd reason the Mayor simply went to me as a delegate to speak first on the issue of the Wilmot LIne. I provided council with the speech as seen in the attachments noting the fact the road paving in Wilmot Line appears non compliant to the Municipal Act, the Ontario Environmental Assessment Act as well as the prior OMB ruling regarding this roadway. I advised the city take the issue to court to quash the bylaw that facilitated this as a way to deter repeat behavior. I warned council if they don't take action now, this practice may become a norm for those who wish to bypass municipal processes. 
After I spoke, former Waterloo Councillor Jan D'ailly showed up to proposed the establishment of a Task force to review the process and to prevent this from repeating through the ESL. It seemed in my view as if someone fed him the concept to present. 
None the less, after Jan spoke, we finally heard from Mr. Hewittson the director of transportation for the City of Waterloo who stated that their solicitor has prepared a draft agreement between Waterloo and the township of Wilmot regarding the future management of the road to prevent what took place from happening again and to reasonably manage the traffic. They intend to initiate a new traffic study to determine the impacts of the paving. That is the current recommendation to council. In one month's time or so they will present the draft agreement to council and to Wilmot Township.
