[All] ESPA: Why they were protected

Tonight as I was gathering data I came across this document dated May 7, 1999 which states why specific sites in our region were protected. 
 
Data regarding the Forested Hills aka ESPA 19 can be seen on page 23 of the PDF report. It's handy GREN info to hang on to.
