[All] OMB decision: Aikensville Pit

Dear Rick, Gravel Watch-ers, and GREN-ers,

Ric asked me to comment on the OMB's Aikensville Pit decision.  
Attached are my insights about this significant case, and the OMB  
report, marked up and highlighted with my rough notes, for those who  
are interested. Some of the points I make are probably very obvious to  
many of you, but I've included them regardless.
