IT'S NOT OVER
As we all know, the Dump Site 41 issue is far from over. That's because
Simcoe County Councillors, while voting to halt construction and future
development of Site 41, have decided to retain the Certificate of Approval
that would permit them - or a future council - to change their position, or
sell the property with the C of A to a private landfill developer.
SUPPORT GARFIELD DUNLOP'S BILL
Garfield Dunlop, MPP for Simcoe North, is moving forward with a Private
Member's Bill that includes revocation of the C of A. The Bill gets second
reading on November 19th, a Thursday, when MPPs often decide to head back to
their ridings. Your help is needed to convince MPPs to be at the Legislature
that day and to vote for the Bill.
WHAT YOU CAN DO
We are launching a campaign to contact all MPPs - by phone, letter or email.
If you know an MPP, call him or her at Queen's Park or in the constituency
office. You can find the phone numbers on each MPP's website and the
websites are available in the attached list of MPPs. Remind the MPP that you
are a friend, supporter, donor, party donor, worked with him/her on an
issue, or whatever is appropriate. Say that you urge him/her to be present
on November 19th and to support Bill 32. Points you can make are in the
attached letter. MPPs keep a count of such phone calls.
IF YOU DON'T KNOW AN MPP
Use the draft letter (see below - or write your own). Stick it into an
e-mail, supply an individual salutation -- Dear Minister Carroll or Dear Mr.
Wilson .... If you have some connection -- you are a party donor, you
helped in his/her election, you worked on an issue -- mention that
connection right at the beginning. Add your name to the e-mail and send it
to the e-mail address supplied on the MPP's website.
KEEP ON GOING
Send an email to each MPP. This will take a few hours of an afternoon or an
evening. It could make all the difference. MPPs keep a count of letters;
they are aware that it takes real effort to write them.
ENCOURAGE NEIGHBOURS AND FRIENDS TO HELP
Many SDS41 supporters live outside Simcoe County. We also have friends and
relatives who may who might be willing to contact their local MPP, say they
are constituents, and that they feel he/she should support Garfield Dunlop's
Bill.
NOW IS THE TIME TO ACT
There's just a couple of weeks until the day the Bill will be debated in the
Legislature. All parties should support this Bill. Putting a Stop to Dump
Site 41 is not a party issue, it's a matter of taking care of our water.

Re: Bill 32, Waste Disposal Site 41 in the Township of Tiny Act, 2008
I am writing to urge you to support Bill 32, by speaking in its favour
during the debate on November 19 and by voting for it to go forward.
The key element in this Bill is revocation of the Certificate of Approval (C
of A). Over the last six months, thousands of citizens from Simcoe County
and beyond have worked to "Stop Dump Site 41." That campaign was successful.
Simcoe County Council voted to halt construction and future development of
Dump Site 41 (on Concession 2 of Tiny Township, north of Elmvale).
But citizens are fearful. The C of A - the Ontario Ministry of Environment
licence authorizing use of the site as a dump, and transferable to any
potential purchaser of the land - remains in place.
Citizens are calling for revocation of the C of A so they can be sure that a
future County Council, safely distant from this summer's public pressure,
doesn't reverse this Council's decision to cancel the landfill at Site 41,
and revive it. Revocation would ensure that no sale of the Site could be
made to a private landfill operator. It would mean that if, in the future,
the Site were considered for some other aspect of garbage management then a
new C of A would have to be sought, and this C of A would reflect the
current high standards of management of ground water and prime agricultural
land. This seems eminently desirable.
This is not a party issue, but rather an issue of principle that should have
the support of everyone in the Legislature. The Liberal party understands
and supports the key principles involved. It has enacted important
legislation to protect prime farmland (and that's what Site 41 was, and
could be again) and, in the Clean Water Act, to protect the Province's water
resources.
Garfield Dunlop, MPP for Simcoe North, knows his constituency. He has
supported those who campaigned to Stop Dump Site 41. We are looking to
members of his party, the Progressive Conservative Party of Ontario, to back
Garfield's leadership in bringing closure to this divisive issue and support
the complete cancellation of Site 41.
The New Democratic Party has already demonstrated its concern that Dump Site
41 be cancelled. Andrea Horwath visited the Site this summer and
participated in the first Walk for Water Rally on May 4. In Question Time
on October 5, Peter Tabuns asked that the C of A be revoked. Charlie Angus,
MP for Timmins-James Bay, has appeared as a speaker in two rallies against
Site 41.
We know that members are often eager to be back in their ridings on Thursday
afternoons. But this is important to people from all over Ontario who spend
some or all of their summers on the shores of Georgian Bay. It is important
to those who draw their water from the Alliston Aquifer. It is important
that prime farmland be respected as an essential resource. We urge you to
attend on November 19th and to support Bill 32.
