<DIV>Lulu :0)<BR>__________________________________________________<BR><BR>IT'S NOT OVER<BR>As we all know, the Dump Site 41 issue is far from over. That's because<BR>Simcoe County Councillors, while voting to halt construction and future<BR>development of Site 41, have decided to retain the Certificate of Approval<BR>that would permit them - or a future council - to change their position, or<BR>sell the property with the C of A to a private landfill developer.<BR><BR><BR>SUPPORT GARFIELD DUNLOP'S BILL<BR>Garfield Dunlop, MPP for Simcoe North, is moving forward with a Private<BR>Member's Bill that includes revocation of the C of A. The Bill gets second<BR>reading on November 19th, a Thursday, when MPPs often decide to head back to<BR>their ridings. Your help is needed to convince MPPs to be at the Legislature<BR>that day and to vote for the Bill.<BR><BR><BR>WHAT YOU CAN DO<BR>We are launching a campaign to contact all MPPs - by phone, letter or
email.<BR>If you know an MPP, call him or her at Queen's Park or in the constituency<BR>office. You can find the phone numbers on each MPP's website and the<BR>websites are available in the attached list of MPPs. Remind the MPP that you<BR>are a friend, supporter, donor, party donor, worked with him/her on an<BR>issue, or whatever is appropriate. Say that you urge him/her to be present<BR>on November 19th and to support Bill 32. Points you can make are in the<BR>attached letter. MPPs keep a count of such phone calls.<BR><BR><BR>IF YOU DON'T KNOW AN MPP<BR>Use the draft letter (see below - or write your own). Stick it into an<BR>e-mail, supply an individual salutation -- Dear Minister Carroll or Dear Mr.<BR>Wilson .... If you have some connection -- you are a party donor, you<BR>helped in his/her election, you worked on an issue -- mention that<BR>connection right at the beginning. Add your name to the e-mail and send it<BR>to the e-mail
address supplied on the MPP's website.<BR><BR><BR>KEEP ON GOING<BR>Send an email to each MPP. This will take a few hours of an afternoon or an<BR>evening. It could make all the difference. MPPs keep a count of letters;<BR>they are aware that it takes real effort to write them.<BR><BR><BR>ENCOURAGE NEIGHBOURS AND FRIENDS TO HELP<BR>Many SDS41 supporters live outside Simcoe County. We also have friends and<BR>relatives who may who might be willing to contact their local MPP, say they<BR>are constituents, and that they feel he/she should support Garfield Dunlop's<BR>Bill.<BR><BR><BR>NOW IS THE TIME TO ACT<BR>There's just a couple of weeks until the day the Bill will be debated in the<BR>Legislature. All parties should support this Bill. FIT]<BR><BR>Dear Minister .......<BR>or Dear Mr./Ms.........<BR><BR>Re: Bill 32, Waste Disposal Site 41 in the Township of Tiny Act, 2008<BR><BR>I am writing to urge you to support Bill 32, by speaking in its favour<BR>during the debate on November 19 and by voting for it to go forward.<BR><BR>The key element in this Bill is revocation of the Certificate of Approval (C<BR>of A). Over the last six months, thousands of citizens from Simcoe County<BR>and beyond have worked to "Stop Dump Site 41." That campaign was successful.<BR>Simcoe County Council voted to halt construction and future development of<BR>Dump Site 41 (on Concession 2 of Tiny Township, north of Elmvale).<BR><BR>But citizens are fearful. The C of A - the Ontario Ministry of Environment<BR>licence authorizing use of the site as a dump, and transferable to any<BR>potential purchaser of the land - remains in place.<BR><BR>Citizens are calling for revocation of the C of A so they can be sure
that a<BR>future County Council, safely distant from this summer's public pressure,<BR>doesn't reverse this Council's decision to cancel the landfill at Site 41,<BR>and revive it. Revocation would ensure that no sale of the Site could be<BR>made to a private landfill operator. It would mean that if, in the future,<BR>the Site were considered for some other aspect of garbage management then a<BR>new C of A would have to be sought, and this C of A would reflect the<BR>current high standards of management of ground water and prime agricultural<BR>land. This seems eminently desirable.<BR><BR>This is not a party issue, but rather an issue of principle that should have<BR>the support of everyone in the Legislature. The Liberal party understands<BR>and supports the key principles involved. It has enacted important<BR>legislation to protect prime farmland (and that's what Site 41 was, and<BR>could be again) and, in the Clean Water Act, to
protect the Province's water<BR>resources.<BR><BR>Garfield Dunlop, MPP for Simcoe North, knows his constituency. He has<BR>supported those who campaigned to Stop Dump Site 41. We are looking to<BR>members of his party, the Progressive Conservative Party of Ontario, to back<BR>Garfield's leadership in bringing closure to this divisive issue and support<BR>the complete cancellation of Site 41.<BR><BR>The New Democratic Party has already demonstrated its concern that Dump Site<BR>41 be cancelled. Andrea Horwath visited the Site this summer and<BR>participated in the first Walk for Water Rally on May 4. In Question Time<BR>on October 5, Peter Tabuns asked that the C of A be revoked. Charlie Angus,<BR>MP for Timmins-James Bay, has appeared as a speaker in two rallies against<BR>Site 41.<BR><BR>We know that members are often eager to be back in their ridings on Thursday<BR>afternoons. But this is important to people from all over Ontario who
spend<BR>some or all of their summers on the shores of Georgian Bay. It is important<BR>to those who draw their water from the Alliston Aquifer. It is important<BR>that prime farmland be respected as an essential resource.
