Since then the former planner from waterloo told a number of us on one of the calls on greenbelt expansion that waterloo felt they could not take stronger action on their groundwater protection. I would have advised them to do so and then they have the resources to take the challenge on and take higher courts if they were pressed, based on the Spraytech and other decisions about municipal authority. Usually it is only if the statute expressly bars municipal action that there can't be multiple levels of govt acting on same general topic, or if the requirements are actually contradictory. A really unfortunate result. Anyway, Anastasia is including some points in the CELA decision, including that greenbelt protection is an opportunity for multi-generational protection which is NOT available in the official plan to official plan cycle.
