<p>Waterloo Region's approach to formulating a climate change strategy should include a "Climate Action Report/Score Card" that includes measurable and specific-sector carbon reduction goals and objectives each year based on the Waterloo Region Climate Action
Plan. The Region should commit to, and report on progress at regular specified intervals to the public at Regional meetings, in order to verify progress or failure to meet the carbon reduction goals. </p>

<p>A mechanism must be established to ensure public accountability by auditing progress by independent auditors to determine if we have achieved sustainable, measurable quantitative reductions in carbon. <span style="font-size: 12pt;">Unfortunately, the present
Government of Ontario has abolished both </span><span style="font-size: 12pt;">the office of Chief Scientist, which could</span><span style="font-size: 12pt;"> have provided common protocols for working on climate change, as well as the office of Environmental
Commissioner which could have ensured that uniform criteria were used for measuring, auditing, and reporting progress. The Region should request reinstatement of these two valuable </span><span style="font-size: 12pt;">provincial offices.</span></p>
