[GREN-Exec] Greenbelt Foundation Funding

As you said Kevin, this is really what GREN is already doing. Seems 
pretty straightforward. Political activity isn't really well-defined. 
The public outreach has to include decision-makers like local 
politicians which is lobbying/education - what I consider to be 
political activity.

I hope you're going to do the budget reports - not my area of expertise!
