be to put an incinerator in when the landfill fills up?

I'm writing about plastics for next week's column. I saw The Story of 
Plastic doc that our  pals from New Hamburg sent out a notice about. The 
contamination of the plastics is one of the major reasons China stopped 
taking our plastic. This is definitely a valid concern for 
multi-residential buildings and I'd love to know how to address it.
