[GREN-Exec] draft submission to People's budget

If the submission is in its final form I'll need a PDF file, not a DOC.

Also, we'll have to find someone to look after the website as my time for the following 4 months is very limited.  We met once with a gentleman interested in blogging: have we heard anything from him lately?
