[GREN-Exec] draft submission to People's budget

Thanks for pulling this together Susan. Excellent job.

Greg won¹t be the one presenting it. I have a couple of other feelers for
someone to present it. If that doesn¹t work, we will send it to Marc at
Labour Council and he said he would read it out. So that means we should
probably change the name at the end to mine as chair of GREN.
