[GREN-Exec] GREN statement on OMB decision

Since we didn't have our meeting last night, we did not have the opportunity
to pass the attached statement on the OMB decision on the ROP. Because the
statement is consistent with submissions we have made over the past few
years to the Region, etc., and because it doesn't involve our spending
money, I decided that I had the authorization to approve and sign it. This
is a rapidly evolving issue so delaying further would make it become less
significant.

I have attached it in both WORD and PDF. Theo, please put this on our
website. Kevin, please arrange to have it put on the new smartgrowth
website. To the rest of you, please distribute this wherever you think it
may be of use.

Thanks to Kevin and Deb for pulling this piece together and for the huge
amount of work that the two of you are doing on this issue.
