[GREN-Exec] GREN final position paper on LRT/BRT

Hi John etal,

I've attached the final version of GREN's position paper on the LRT. With
your agreement, I will send it to the rest of GREN, Theo and I will be
working on the website Monday so we'll post it then, and send it to the
media.
