Thursday, November 30th is the deadline for submissions on this Bill 136 ERO so help spread the word and ensure that we have as many voices as possible speaking up for the full protection of the Greenbelt. It has been so discouraging to see so many municipalities wanting to see all these tainted lands designated for development with no studies, no data, no consultation, and no First Nations engagement. The province still can’t even explain how these parcels were chosen and investigations are still continuing.</div><div><br></div><div>Our municipalities have already demonstrated they can exceed their housing targets with our Official Plans approved just last year. There is no urgency or need to bypass proper planning processes to further the corruption of this scandal-ridden provincial government, however the pressures from land speculators and developers is intense as billions of dollars are at stake.</div><div><br></div><div>It has been amazing to see the incredibly powerful citizen delegations and presentations night after night in area Council Chambers this past week. Currently in Waterloo Region we have won in 2 municipalities, lost in 3 municipalities, and 2 are still undecided:</div><div><br></div><div><span class="Apple-tab-span" style="white-space: pre;"> </span><b>City of Waterloo - <font color="#669c35">Win!</font> -</b> has unanimously passed a fantastic motion raising concerns about the Minister’s approach and expressing strong support to see our Regional Official Plan proceed intact. This motion (attached below) is a fantastic model for other municipalities across Ontario to adopt.</div><div><br></div><div><span class="Apple-tab-span" style="white-space: pre;"> </span><b>Woolwich Township - Undecided - </b>presented a Staff Report on Tuesday disappointingly recommending the Township join in the provincial corruption and ask for all forced boundary expansions to be made permanent - destroying thousands of acres of farmland surrounding Elmira, St. Jacobs, and Breslau. Developers were out in force at the Council meeting but thankfully so were citizens and community groups with excellent delegations. Three Councillors expressed serious concerns about the forced boundary expansions and stated they would vote against the Staff Report and in support of the Regional Official Plan, Mayor Sandy Shantz was undecided and deferred her decision committing to return with a letter to the Minister by December 5th. We need to continue to send a strong message to Woolwich Township to approve our ROP intact and reject these Forced Boundary Expansions like Hamilton and the City of Waterloo.</div><div><br></div><div><b><span class="Apple-tab-span" style="white-space: pre;"> </span>Wilmot Township - <font color="#ff4013">BIG Lose</font> -</b> Rather than support our visionary ROP that had just been approved 14 months ago by Wilmot Mayor Les Armstrong and strongly supported by most Wilmot Councillors with only 35ha of farmland loss, it was very troubling to see instead the new Council and current Mayor Salonen request the tainted provincial forced urban boundary expansions with a staggering 249 ha of farmland loss - designating all lands for development within the Countryside Line that were supposed to last for generations, and then go even further, becoming the first municipality to blow open our unique Countryside Line with hundreds of acres of additional farmland destruction on lands never anticipated for development. It is a stunning blow to the Regional Official Plan and its sustainability objectives and could make meeting our climate change targets increasingly challenging, if not impossible and forever change Wilmot.</div><div><br></div><div>We did succeed in convincing Councillor Steven Martin to vote against the Staff Report and this astonishing change in Wilmot’s future direction that we don’t believe any of these elected officials campaigned on or is congruent with the desires of most citizens. There were also significant changes made to other long-planned Wilmot developments that had many angry developers at the meeting. Similar to what we are seeing in other lower-tier municipalities there seems to be an astonishing belief by the municipality that they will be able to slowly stage development and singlehandedly plan these lands long into the future - but far too often we see developers going to the OMB to get whatever they want, whenever they want, and municipalities forced into things they had no intention of - too often left with significant legal and infrastructure costs to absorb by taxpayers.</div><br class="Apple-interchange-newline"><div><b><span class="Apple-tab-span" style="white-space: pre;"> </span>Cambridge - Unknown -</b> despite discussions with Cambridge Councillors and reaching out to Cambridge Staff no one seems to know what is happening.</div><div><br></div><div><span class="Apple-tab-span" style="white-space: pre;"> </span><b>Kitchener -</b><b><font color="#ff4013"> Lose</font> - </b>It was great to see all the community delegations in support of our Regional Official Plan and urging Councillors to avoid the tainted Forced Urban Boundary lands, however, we knew it would be an uphill battle because of how many on Council have strong ties to the developer community and have advocated so strongly for them in the past. Delegations faced tough cross-examination and accusations from elected officials in an often hostile environment at times, but our delegators from community groups like Hold The Line and Kitchener neighbourhood associations expertly handled questions, and got some surprising admissions from Councillors who were trying to trip them up. Despite Kitchener already having thousands of development lots approved - decades worth of land supply - it was unfortunate to see the 8 to 1 vote to request the Minister provide them with the forced land parcels. At least there was recognition of the Countryside Line Concept from Kitchener Council despite their efforts to use up the land within it as rapidly as possible. Thanks to Councillor Jason Deneault, the lone vote against the provincial scheme, who asked many good questions.</div><div><br></div><div><b><span class="Apple-tab-span" style="white-space: pre;"> </span>North Dumfries Township -</b> <b><font color="#ff4013"> Lose</font> - </b>Despite a strong effort at Monday’s North Dumfries Council Meeting by expert planner Kevin Eby along with local farmer and radio personality Jeff Stager, the Councillors and Mayor Sue Foxton voted unanimously for a Staff Report that proposed a variety of land swaps and boundary expansions. It was unfortunate to see given all the efforts during the Regional Official Plan process to find the far more balanced plan that Mayor Foxton had supported just 14 months ago.</div><div><br></div><div><b><span class="Apple-tab-span" style="white-space: pre;"> </span>Wellesley Township -</b> <b><font color="#669c35">Win!</font> - </b>While the acreage of the land at just under 100ha was far more modest than other forced expansions of thousands of acres in other municipalities, it was still disappointing to see a Staff Report recommending these Forced Boundary Expansions. Thankfully, Mayor Joe Nowak and Council understood our concerns and in the end Wellesley Council voted to reject the Forced Expansions and tainted lands and re-iterate the supportive motion for the visionary Regional Official Plan from June, 2022. There was fantastic, positive discussion, good questions, and a Council working really hard to ensure the greater public good with respect for the Countryside Line, complete communities, and sustainability. Even Wellesley Staff whose report was defeated were highly supportive of the final outcome and the Mayor's approach. After numerous very difficult evenings in Council Chambers across the Region it was so great to see the community-first focus in Wellesley and their positive approach.</div><div><br></div><div><b><span class="Apple-tab-span" style="white-space:pre"> </span>City of Hamilton -</b> <b><font color="#669c35">Win!</font> - </b>In a tremendous victory for the citizens of Hamilton, Hamilton Council voted 16-0 to reject the provincial Forced Boundary Expansions. Their Official Plan will now be restored intact and can proceed with no boundary expansions that will see thousands of acres of local farmland protected. Kudos to the people and organizations in Hamilton that worked so hard for years to see this visionary plan developed, approved, and now restored. </div><div><br></div><div><span class="Apple-tab-span" style="white-space: pre;"> </span><b>Centre Wellington Township -</b> <b><font color="#669c35">Win!</font> </b><b>-</b> Centre Wellington Mayor Shawn Watters has rejected the provincial Forced Boundary Expansions and with the support of his Council in a letter stating “These urban boundary expansions were not part of OPA 119 as adopted by County Council. The province did not consult with, or advise the County and local staff of these changes. All expansions to the Fergus and Elora-Salem boundaries should be reversed."</div><div><br></div><div><span class="Apple-tab-span" style="white-space:pre"> </span><b>Wellington County </b><b> -</b> <b><font color="#669c35">Win!</font> </b><b>-</b> We believe that Wellington County has rejected the forced boundary expansions and will revert back to the original Official Plan - Wellington OPA 119.</div><div><br></div><div>Thanks to Hold The Line Waterloo Region and Environmental Defence who helped to ensure that Councillors received hundreds of letters in support of our Official Plans and urging Councillors to reject the provincial corruption and tainted lands. This provides 10 months to find the required funding to address the budget shortfall.
