<html><head><meta http-equiv="content-type" content="text/html; charset=utf-8"></head><body style="overflow-wrap: break-word; -webkit-nbsp-mode: space; line-break: after-white-space;"><div style="text-align: center;"><b style="font-size: 14px;">Minister bypasses Regional Governments responsible for Official Plans and announces new process for Mayors to unilaterally decide changes to 30 year Official Plans with no Council input, no public consultation, nor even public record in new dictator-like process to re-enable recently cancelled Forced Urban Boundary Expansions</b></div><div><br></div><div><br></div>Good Day,<div><div><br></div><div>It was just last week that Housing Minister Paul Calandra made the surprise announcement that he was reversing the Forced Boundary Expansions ordered by the province to the Official Plans of Waterloo, Wellington, Hamilton, Ottawa, etc. that was set to destroy thousands of acres of farmland. This was a huge win for our communities to see these local and regional Official Plans being restored by the province and the admission by the Minister of such a flawed and corrupt provincial process to gift so much land to developers with no data, justification, or public consultation. </div><div><br></div><div>However, land speculators and developers have been reeling since this reversal by the Minister and doing all they can to find ways to force unnecessary urban sprawl on our communities.</div><div><br></div><div>It was revealed yesterday in an astounding move by Minister Calandra that completely bypassed the Region of Waterloo and other upper-tier governments with Planning Authority for these co-ordinated Regional Official Plans, that the Minister was going directly to lower-tier Mayors and accepting changes directly from the head of council of lower-tier municipalities without the need for their council endorsement, upper-tier approval, or public consultation.</div><div><br></div><div>If citizens were concerned about Strong Mayor Powers that at least required a public process, public engagement, and some Council support, this new "Strong Dictator Process" where the Mayor tells the Minister whatever they want with no Council participation, no public consultation, bypassing all other levels of government, and not even a public record of what was asked for is extremely troubling.</div><div><br></div><div><b>We don’t need more secret backroom deals advocating for well-connected developers and donors and bypassing all proper planning processes, staff, professionals and public engagement.</b></div><div><br></div><div>In Waterloo Region we need all our area Mayors to support our visionary and sustainable Regional Official Plan intact as they overwhelmingly approved it just 14 months ago in August, 2022. In Wellington County and Hamilton we need elected officials supporting the Official Plans as they were approved last year - not making changes on a whim with no data/justification, no proper processes, and no community knowledge of what they are even seeking from the Minister.</div><div><br></div><div>With the previous Minister opening up thousands of acres of unnecessary and unaffordable lands for development there will be huge pressures from speculators and developers to have our local Mayors ask the Minister directly to force these urban boundary expansions again - no matter how corrupt the process and decision making was the first time, and how undemocratic and astounding this latest process announced by the Minister.</div><div><br></div><div>Given the resignations and investigations already underway of the provincial government, area Mayors would be wise to distance themselves as much as possible from the corruption and scandal at Queen’s Park and not become party to it by asking for lands that we don’t even know how they were selected by the previous Minister to be selected again in this absurd new process for development approval.</div><div><br></div><div>We already have the sustainable Official Plans that we need to far surpass our housing targets without the addition of anymore farmland and unaffordable urban sprawl. </div><div><br></div><div>These Official Plans must be reviewed by law every 5 years and we are only 3.5 years from the next review period that will allow updates or changes to be made through proper planning processes and public engagement. None of these lands being sought by developers are needed to meet our housing targets or would even be developed for decades, let alone the next few years. We already have thousands of approved development lots in-process and it is broadly agreed that land is not the issue in our housing crisis.</div><div><br></div><div>We need everyone in these impacted municipalities across Ontario to speak up to their elected officials:</div><div><br></div><div><span class="Apple-tab-span" style="white-space:pre"> </span>In<b> Waterloo and Halton Region</b> we need you to:</div><div><br></div><div><span class="Apple-tab-span" style="white-space:pre"> </span>1) Tell Regional Council to stand up for the Regional Official Plan and do everything they can to ensure it is approved intact as they approved it just 14 months ago after years of community efforts for these visionary, sustainable plans to continue our world-leading successes.</div><div><br></div><div><span class="Apple-tab-span" style="white-space:pre"> </span>2) Tell area Mayors and Councillors to stand up to developer pressures and not to fall for this provincial scheme to embroil them in the province's corrupt practices bypassing all proper planning processes and questionable development decisions made with no data, justification, or transparency.
