blooming, Fiddleheads are ready for harvesting, and turtles and frogs
are laying their eggs. This means it's community meeting season for
the Reform Gravel Mining Coalition (</span><span lang="en-CA">RGMC),
and an increasing number of residents groups are ramping up their
efforts to pull the emergency brake on unnecessary gravel mining. They
are doing so with the help of RGMC’s </span><span lang="zxx"><a href="https://www.reformgravelmining.ca/r?u=fk3qs1mHicx9-w03tafB2G8vNGMp4KGcuuJPtVN2YhbSV10AXelV7OH9yuKZwMcNk6BoczCPgzBRiiD8KzrZwYxp8u7cPBj4v2nGYrsWGEZPgZ3ADEfd8r7DkctCdvSxdOtrnxn7QRKhSXS5JumfBK6F1Vw_53GbacbTqeOoxU6dXOol3HUksIvT3V39nKiS&e=ee45316b076799274db6f75d2e3ecbb8&utm_source=reformgravelmining&utm_medium=email&utm_campaign=may_2023_newsletter&n=2" target="_blank" rel="noreferrer noopener"><span lang="en-CA">Municipal Action Plan</span></a></span><span lang="en-CA">—</span><span lang="en-CA">a four-point program for
residents to engage their Councillors in pressing pause on new gravel
mining approvals, reviewing and strengthening regulations, and
creating a new standard for aggregate ex</span><span lang="en-CA">traction at both the municipal and provincial

RGMC to ask for help engaging their Councillors. Your ongoing support

<h2><span lang="en-CA">Behind the Berms</span></h2>
<p><span lang="en-CA">Ford government policies are coercing municipal
Councils to turn their backs on community groups that oppose gravel
mining.</span></p>
<p><span lang="en-CA">In early March, the Council of</span><a href="https://www.reformgravelmining.ca/r?u=l4L88NcP0WupUw7o_D6SFClYOlSspxTwyTOWDenyyuDoL_-CeGV2c_munqze8h3lwWSFCpzzcgMSrNQv8m9sSDTLC4dzpzeSFo2Fs9BqpaKgX3OXpZ-DE4wwwE0GLfP8hbR280arGA2xTkwyPZ5eNg&e=ee45316b076799274db6f75d2e3ecbb8&utm_source=reformgravelmining&utm_medium=email&utm_campaign=may_2023_newsletter&n=3" target="_blank" rel="noreferrer noopener">

the Region of Waterloo, pulled the rug out from under a residents
group opposed to the controversial Hallman gravel pit. Rather than
upholding the previous Council’s commitment to oppose the pit at the
Ontario Land Tribunal (OLT), an entirely new Council, operating behind
closed doors, reached a surprise settlement with the gravel mining
company. </span></p>
<p><span lang="en-CA">The Mayor said the Council chose to settle with
the company after being told it had a 97% chance of losing at the OLT,
and that as a losing party the Township could be forced to pay the
costs of the entire hearing. This is due to a</span><span lang="en-CA">mendments to Bill 23 passed by the Ford government which
permit the OLT to force a losing party to pay the costs of an entire
hearing without providing any reasoning for doing so. </span></p>
<p><span lang="en-CA">A couple of weeks after the Wilmot Council’s
decision, the</span><a href="https://www.reformgravelmining.ca/r?u=l4L88NcP0WupUw7o_D6SFClYOlSspxTwyTOWDenyyuDoL_-CeGV2c_munqze8h3lEbEXA-XNojoManOhIVJRe-JnFNrqiPBpUFaQr6ivUQ3lmIAcOJT-nFXO6YsrtHng3eJgiY1DnOh0-9XGdtoJ2A&e=ee45316b076799274db6f75d2e3ecbb8&utm_source=reformgravelmining&utm_medium=email&utm_campaign=may_2023_newsletter&n=5" target="_blank" rel="noreferrer noopener">

Council followed suit, striking a deal with Capital Paving on a zone
change and Official Plan amendment application that will allow the
company to go forward with the proposed pit. This is a troubling
development, as an increasing number of otherwise supportive Councils
are being intimidated into curbing residents’ rights.</span></p>
<p><span lang="en-CA">To combat this attack on municipal and community
participation, we are asking you to:</span></p>

<p><span lang="en-CA">As the weather warms in Ontario, members of the
RGMC Steering Committee are observing the hustle and bustle of the
flora and fauna they work so hard to protect.</span></p>
<p><span lang="en-CA">David Jeffery shares from Simcoe County: “The
Robins are a riotous chorus early each morning, joined by Cardinals,
woodpeckers and now, just arrived the Thrashers. Lilacs are just
cracking open, and all of the fruit trees that run the perimeter of
the forest in our backyard are about to pop into bloom. Dandelions of
course, Trout lily and Trillium are all at their peak right now along
with Tulips and Daffodils.”</span></p>
<p><span lang="en-CA">Rebecca Garrett from </span><span lang="en-CA">Friends of Ball’s Bridge and Little Lakes (FOBBLL)
in</span><span lang="en-CA"> Huron County writes: “We have delicious
wild leeks in the forest and fiddle heads on the bank of the
Maitland/Menesetung River. The trilliums are blooming, the wild ginger
is like a carpet with little star-shaped maroon blossoms. The turtles
are starting to lay their eggs, and soon hundreds of baby frogs will
be crossing Little Lakes Road.”</span></p>
<p><span lang="en-CA">RGMC community groups are taking advantage of
the warm weather to organise and mobilise.<br></span></p>

<p><span lang="en-CA">On April 25, RGMC member group FOBBLL organised
a successful community meeting in Ashfield-Colborne-Wawanosh Township
in Huron County. There, residents are fighting a below the water table
gravel pit, proposed by the company Lobo Sand & Gravel, which
threatens the environmentally and culturally valuable area of Ball’s
Bridge and Little Lakes. At the meeting, FOBBLL </span>unveiled a map
of over 50 existing gravel pits in the Maitland/Menesetung River
Watershed, which are licensed to extract a total of 5.8 million tonnes
a year.</p>
<p><span lang="en-US">Community members called on their Mayor and
Councillors to work with them to hire experts who will testify about
the social and environmental impacts of the proposed mine at an OLT
hearing in September.</span> <span lang="en-US">FOBBLL stated:
“Councillors should work with us to retain experts in order to ensure
this is a full and fair hearing in which the OLT has all the
information it needs to make the right decision for our Township, the
County and the entire watershed.”</span></p>
<p><span lang="en-CA">On April 20, RGMC member group </span><span lang="zxx"><a href="https://www.reformgravelmining.ca/r?u=moXxoIGHMS0DEIfvkXfexVht9i2VL1Ev6Pp05_tMkhVbd-VKaKQ9j0Bcb_ALrbHTjgqkTy0sVRjk6eA7iBQTc5LSsR2yNyp--8M_08yUAd0&e=ee45316b076799274db6f75d2e3ecbb8&utm_source=reformgravelmining&utm_medium=email&utm_campaign=may_2023_newsletter&n=9" target="_blank" rel="noreferrer noopener"><span lang="en-CA">CORE Burlington held a successful Town Hall
meeting</span></a></span><span lang="en-CA"> with over 100 attendees.
CORE is ramping up actions to protect Mount Nemo from the expansion of
Nelson Aggregates’ gravel mine—an unnecessary and reckless proposal
which the municipality and community already rejected in 2012.
</span></p>
<p><span lang="en-CA">CORE members wrote: “We all left the meeting
feeling energized by the response from our community. The meeting
truly demonstrated the power of ‘grass roots energy’: people coming
together united by the common purpose of stopping Nelson Aggregates
from blasting more holes on our Mount Nemo escarpment, and inspired by
a common love of this beautiful brimming of greenbelt lands that
snuggles the urban areas of Burlington.” </span></p>
