<div><div id="ydpe49562cayiv9374249514"><div><div class="ydpe49562cayiv9374249514yahoo-style-wrap" style="font-family:Helvetica Neue, Helvetica, Arial, sans-serif;font-size:16px;"><div dir="ltr"><span>Dear Hon. Prime Minister, Premier and Ministers<br></span></div><div dir="ltr"><span><br></span></div><div dir="ltr"><span> Back in 2018 the Environmental Assessment estimates the <span>GTA West</span> highway 413, will cost 4 to 6 Billion to construct, excluding the expense of land expropriation and ongoing highway maintenance. This was before Covid 19, this was before Waterloo Region declared a Climate Emergency and it doesn't factor in the amount of lost potable water resources, lost of wetlands or the impact of this on tributaries and water supplies, especially in regards to the issue of road salt contamination. Our Region of Waterloo have lost wells to that issue. <br></span></div><div dir="ltr"><span><br></span></div><div dir="ltr"><span>We have 80 Quarry pits currently in Waterloo Region, many of which pose a threat to local water supplies. We are the largest region dependent on groundwater and yet the Aggregate Act is based on pre-development data without any regard for source water protection, Treaty rights, protection of major rivers and tributaries and or the economic consequences of removing aggregates in the wrong place. <br></span></div><div dir="ltr"><span><br></span><div dir="ltr"><span>In the attachments I have included photos to illustrate the concern. In a nutshell we're doing bad math. Ontario is the largest user of aggregates with the Ministry of Transportation. The virgin aggregates are priced cheaply so there is not much incentive to really reuse aggregates to the capacity which we could. <br></span></div><div dir="ltr"><span><br></span></div><div dir="ltr"><span>There is no mandate for the Ministry of Natural Resources or the Ministry of Transportation to assess health impacts or loss of A1 farmland or loss of source water areas because those issues are outside the jurisdictional mandate of these MNR and MTO who act as the promoter and regulator and primary purchaser of aggregates. <br></span></div><div dir="ltr"><span><br></span></div><div dir="ltr"><span>There is no fiscal analysis of the losses that could impact the Ontario economy if we extract aggregates in the wrong place and watch dog agencies like the Conservation Authorities have conflicts because they are funded by aggregate sectors. The system is captured and the Conservation Authorities have oversight to address Conflicts of Interest. <br></span></div><div dir="ltr"><span><br></span></div><div dir="ltr"><span>In my view this is design to exploit extraction first and human safety and food and water supplies are deemed issues outside the scope of concern. This is not reasonable. It's an abuse of dominance that is putting the public and our long term water supplies and food supply at risk. <br></span></div><div dir="ltr"><span><br></span></div><div dir="ltr"><span>Canada has existed for over 150 years yet they still don't have federal policies to protect Canadian drinking water supplies or A1 farmland as a federal policy. Stephen Harper promised a Federal Water Act in his first Throne speech and nothing came of it. I don't even know if money was allocated for that. We have policies to extract with no regard for the protection or preservation of human lives or the water and food we all need to survive. <br></span></div><div dir="ltr"><span><br></span></div><div dir="ltr"><span>This is disgusting and this has to change.</span></div><div dir="ltr"><span><br></span></div><div dir="ltr"><span>I demand that we put the priority of all Ontario Planning in line with the mandate of the PPS to protect our long term food, water and biodiversity as a top priority to protect future generations instead of cursing them with expensive boondoggles like this stupid Highway 413 which nobody wants or needs. <br></span></div><div dir="ltr"><span><br></span></div><div dir="ltr"><span>There is no public demand for this nonsense and the creation of boondoggles to park money into CPPIB mega projects only serves to launder money in shell firms and facilitates the bid rigging, corruption and collusion into things that have caused us nothing but endless misery. All the money for the weapons, the social discord, the pipelines and SNC Lavalin's corruption is being laundered at Intratrust today and it's no secret how that tax evasion works. View page 11 in this report for the details of that. <br></span></div><div dir="ltr"><span><br></span></div><div dir="ltr"><span><a href="https://www.tni.org/files/publication-downloads/issue-brief-arms-trade-web.pdf" rel="nofollow" target="_blank">https://www.tni.org/files/publication-downloads/issue-brief-arms-trade-web.pdf</a><br></span></div><div dir="ltr"><br></div><div dir="ltr"><div dir="ltr">This has to stop. The engineers are corrupt and we need governance willing to rise up in defense of the people. <br></div><di
