Comments will be accepted until Nov. 13, 2015. Details below for your reference. </span></div><div id="yui_3_16_0_1_1445366418427_2870"><span><br></span></div><div id="yui_3_16_0_1_1445366418427_2870" dir="ltr"><span id="yui_3_16_0_1_1445366418427_3523">If GREN would like to have a say, I would suggest supporting the attached advisory paper of the PHMSA, the US pipeline regulator. (last attachment). This document basically states the need is there for us to revisit old pipelines since many lines built previously don't live up today's safety codes in terms of how they were built and what they are made of. Technologies have advanced to improve pipeline safety but the need is there to audit existing aging systems to prevent ruptures and to make sure things are working properly. </span></div><div id="yui_3_16_0_1_1445366418427_2870" dir="ltr"><span><br></span></div><div id="yui_3_16_0_1_1445366418427_2870" dir="ltr"><span id="yui_3_16_0_1_1445366418427_3673">The main issue I had with Line 9 that has created the delay thus far, was due to the placement of valves. Line 9 was built in the 1970's but with significant growth upstream it resulted in increased storm runoff widening the channels to the point the manual shut off valves were submerged underwater during spring thaw. The need is there to revisit the placement of valves and also to bump up the frequency of inspections for pipeline integrity risks. </span>Currently Enbridge facilitates manual fly overs once ever two weeks to spot spills and they do in-stream inspections of lines under water once ever 5 years. With climate change we have stronger rates of storm runoff flow and this results in faster erosion rates as well as higher risks of floods, ice jams and other related weather risks. This may mean more inspections may be required to adapt to the changing risks. </div><div id="yui_3_16_0_1_1445366418427_2870" dir="ltr"><br></div><div id="yui_3_16_0_1_1445366418427_2870" dir="ltr">So below is the details on how to participate along with attached correspondences from the NEB and that PHMSA doc.
