Topography cannot reasonably prevent the risks of drawdown contamination issues. Being upstream doesn't matter either. I have included two illustrations in the attachments to illustrate the concerns based on studies conducted by Mike Stone in Waterloo Region. </div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480" style="color: rgb(0, 0, 0); font-family: HelveticaNeue, 'Helvetica Neue', Helvetica, Arial, 'Lucida Grande', sans-serif; font-size: 16px;"><br></div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480" style="color: rgb(0, 0, 0); font-family: HelveticaNeue, 'Helvetica Neue', Helvetica, Arial, 'Lucida Grande', sans-serif; font-size: 16px;">In light of the existing TCE/Chloride contamination issues, it would seem reasonable to put a prohibition on the use of new wells in the area to prevent the spread of these known contaminates. If the chemicals end up in Barrie's Lake we could see higher incidents of related human exposures as the toxins go airborn upwind from the proposed development area. In light of the concern I have the following questions: </div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480" style="color: rgb(0, 0, 0); font-family: HelveticaNeue, 'Helvetica Neue', Helvetica, Arial, 'Lucida Grande', sans-serif; font-size: 16px;"><br></div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480" style="color: rgb(0, 0, 0); font-family: HelveticaNeue, 'Helvetica Neue', Helvetica, Arial, 'Lucida Grande', sans-serif; font-size: 16px;">Are their wells or dewatering required for the proposed construction activites? </div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480" style="color: rgb(0, 0, 0); font-family: HelveticaNeue, 'Helvetica Neue', Helvetica, Arial, 'Lucida Grande', sans-serif; font-size: 16px;"><br></div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480" style="color: rgb(0, 0, 0); font-family: HelveticaNeue, 'Helvetica Neue', Helvetica, Arial, 'Lucida Grande', sans-serif; font-size: 16px;">Will the projected cone of depression from wells/dewatering move TCE/Chloride issues to areas outside of the current delineation zone as seen in the Source Water Protection Map?</div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480" style="color: rgb(0, 0, 0); font-family: HelveticaNeue, 'Helvetica Neue', Helvetica, Arial, 'Lucida Grande', sans-serif; font-size: 16px;"><br></div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480" style="color: rgb(0, 0, 0); font-family: HelveticaNeue, 'Helvetica Neue', Helvetica, Arial, 'Lucida Grande', sans-serif; font-size: 16px;">Will water quality be monitored before, during and after to monitor for the presence of TCE in Barries Lake, Devil's Creek and the construction zone areas and down stream?</div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480" style="color: rgb(0, 0, 0); font-family: HelveticaNeue, 'Helvetica Neue', Helvetica, Arial, 'Lucida Grande', sans-serif; font-size: 16px;"><br></div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480" style="color: rgb(0, 0, 0); font-family: HelveticaNeue, 'Helvetica Neue', Helvetica, Arial, 'Lucida Grande', sans-serif; font-size: 16px;">It would seen reasonable to put a prohibition on the use of new wells in the area to prevent the spread of these known contamination issues. Well systems that can pose a risk include residential wells, dewatering wells, wells required for industrial or aggregate operations etc. We need to start looking at these issues not only in regards to this particular project but in areas such as Elmira. Wherever the contamination is, we must work to isolate it to prevent liability risks. There is bioremediation available to address TCE contamination in situ.</div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480" style="color: rgb(0, 0, 0); font-family: HelveticaNeue, 'Helvetica Neue', Helvetica, Arial, 'Lucida Grande', sans-serif; font-size: 16px;"><br></div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480"><a href="http://conservancy.umn.edu/bitstream/handle/11299/59464/5.2.Tlusty.pdf?sequence=1" id="yui_3_16_0_1_1417568324941_57956">http://conservancy.umn.edu/bitstream/handle/11299/59464/5.2.Tlusty.pdf?sequence=1</a><br></div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480"><br></div><div dir="ltr" id="yiv2861303615yui_3_16_0_1_1417563451916_8480">Dilution is not the solution to all pollution.
